Officer’s Narrative:

On this date, 08/30/2025, I, Officer Hill, along with Officer Akins, responded to [REDACTED BY AGENCY] in reference to a domestic dispute in progress.
The caller, [WITNESS #1], advised that someone just drove through their grass and almost struck a motor vehicle. The caller advised that there was a female on scene in distress. The caller advised that the female got into an argument with a male. The caller advised that the male involved, James Bonds, drove a black Nissan Murano. The caller stated that the male almost drove the vehicle into her residence. The caller stated that the male left and went back to his residence at [900 BLOCK] M L King Jr Blvd.
Officer Warren (#631) went on-scene at [REDACTED BY AGENCY] at approximately 18:24. This was approximately three minutes after the caller notified dispatch that the male, James Bonds, went back to his residence (18:21).
Officer Akins and I arrived at [REDACTED BY AGENCY] shortly after. I made contact with [VICTIM #1]. Officer Akins spoke to the occupants of the residence, who were witnesses.
[VICTIM #1] explained to me that she is married to James Bonds and that they live at [900 BLOCK] M L King Jr Blvd. [VICTIM #1] pointed to the residence, which is across the street a few houses down. [VICTIM #1] explained that she wanted to leave the house so she was going to get the keys to their shared vehicle, a Nissan Murano. [VICTIM #1] stated that James did not want her to leave so he grabbed the keys and would not give them to her.
[VICTIM #1] stated that she needed to call someone for help, so she grabbed James’ phone and went outside towards the roadway. [VICTIM #1] stated that as she left, James followed her outside. [VICTIM #1] stated that once outside, James picked up one of her cats and threw it to the ground aggressively. [VICTIM #1] stated that she continued to walk down their driveway towards M L King Jr Blvd. [VICTIM #1] stated that James then threw a large rock at her once she was near M L King Jr Blvd. [VICTIM #1] stated that it came within one to two feet of hitting her. [VICTIM #1] stated that it was lucky that the rock did not hit a vehicle traveling on M L King Jr Blvd.
[VICTIM #1] stated that she ran across M L King Jr Blvd as James went back up the driveway. [VICTIM #1] stated that she was walking westbound on M L King Jr Blvd when she became sick in front of [800 BLOCK] M L King Jr Blvd. [VICTIM #1] stated that she began to throw up on the sidewalk. [VICTIM #1] stated that she then began to walk into the front yard of [800 BLOCK] M L King Jr Blvd towards the front porch, where she saw people sitting. [VICTIM #1] stated that she did this because she did not want James to see where she went. [VICTIM #1] stated that she saw James pull onto M L King Jr Blvd in the Nissan Murano.
[VICTIM #1] stated that as she was walking towards the front porch, James drove into the grass yard behind her. [VICTIM #1] stated that she had to run to the front porch to avoid being hit by the vehicle that James was driving. [VICTIM #1] confirmed that she was placed in fear for her safety and life. [VICTIM #1] stated that two men helped her up the front porch. [VICTIM #1] remembered James getting out of the vehicle and the two men stopping him from coming up the front porch, but she did not remember much more than that due to the trauma. [VICTIM #1] did not remember if James said anything or what else he did.
[VICTIM #1] did not know the individuals who lived at [REDACTED BY AGENCY]. She stated that she went there because she saw people on the front porch and wanted to get away from James.
[VICTIM #1] showed me where James had damaged some white PVC pipes sticking up out of the front yard at [REDACTED BY AGENCY] Officer Akins later spoke to the property owner, who confirmed that these were not already broken. The property owner wished to press charges against James for the damage.
Officer Akins confirmed that multiple witnesses saw James attempt to strike [VICTIM #1] with his vehicle in their front yard.
Officer Akins and I relocated to [REDACTED BY AGENCY] where Officer Warren was speaking to James.
James confirmed his identity. I asked him what happened. He said it was just a domestic issue. He would not tell me much more than that. I asked James how the argument started, but he said it was just a domestic issue. I asked James if it started over [VICTIM #1] wanting to leave in their shared vehicle. He said it was his vehicle as he paid for it. James confirmed that [VICTIM #1] did grab his phone and go outside with it. James, however, stated that he never threw a cat down. He also said that he never went across the street to [REDACTED BY AGENCY] He claimed multiple times that he never went across the street.
Based on the evidence gathered through testimonial evidence from the victim, witness statements, and physical evidence, I placed James Bonds under arrest for aggravated assault. I explained to him that he was under arrest as I secured him in handcuffs.
Throughout my conversation with James, I could smell the distinct and strong odor of an alcoholic beverage coming from his breath. I also saw that his eyes were bloodshot red. I also noticed at times that James had trouble maintaining his balance.
When I asked James if he was a United States citizen, he refused to say anything and just kept nodding towards a “US Navy” flag on his front porch. He seemed to think that this somehow answered my question. He eventually said his license had the needed information.
During a search incident to arrest, I located a set of keys in James’ front right pocket. There was a Nissan vehicle FOB amongst the keys. I asked James if the keys were to his Nissan Murano on the driveway, which he said was his. I asked if he wanted to take them to the jail. James did not want to seem to admit that they were his keys. He said something about if the item was in his pocket, it must be his.
James was secured in the back seat of my patrol vehicle with his seat belt fastened. I advised James of his miranda rights by reading them to him from my department-issued miranda warning card. James stated that he understood his rights but did not wish to answer any further questions. For this reason, I did not read implied consent to James.
I then transported James to the Whitfield County Jail, where he was turned over to booking staff, along with his property. My back seat was searched before and after James was secured there. Nothing was located either time. While at the jail, my duty weapon was secured in a lock box in the sally port.
James Bonds was charged with the following on warrantless arrest form #70767:
- Aggravated Assault (OCGA 16-5-21) (Family Violence)
- False Statements (OCGA 16-10-20)
- Reckless Conduct (OCGA 16-5-60)
- Criminal Trespass – Damage (OCGA 16-7-21)
- Aggressive Driving (OCGA 40-6-397)
- Reckless Driving (OCGA 40-6-390)
- Driving Under the Influence (OCGA 40-6-391(a)(1))
- Failure to maintain lane (OCGA 40-6-48)
- Driving on a sidewalk (OCGA 40-6-144)
James Bonds did commit the offense of Aggravated Assault (OCGA 16-5-21) (Family Violence) when he, while operating and in control of a motor vehicle, attempted to strike his wife, [VICTIM #1], with said motor vehicle as she ran to the front porch of the residence located at [REDACTED BY AGENCY] Security video at a nearby residence shows James nearly striking [VICTIM #1] with the motor vehicle. James assaulted [VICTIM #1] with an object (vehicle) which, when used offensively against a person, is likely to result in serious bodily injury or death.
James Bonds did commit the offense of False Statements (OCGA 16-10-20) when he knowingly and willfully made a false and fictitious statement regarding his involvement in this incident. James claimed that he never left his property and never went to [REDACTED BY AGENCY]. He claimed that he never attempted to strike [VICTIM #1] with a motor vehicle. Witness testimony and security video shows otherwise.
James Bonds did commit the offense of Reckless Conduct (OCGA 16-5-60) when he endangered the bodily safety of another person by consciously disregarding a substantial and unjustifiable risk that his act would cause harm or endanger the safety of another person. James did this when he drove a motor vehicle through the front yard of [REDACTED BY AGENCY] toward his wife, [VICTIM #1], and a porch occupied by numerous individuals that were not involved. James nearly struck [VICTIM #1] and the front porch.
James Bonds did commit the offense of Criminal Trespass – Damage (OCGA 16-7-21) when he intentionally damaged property of another without consent. James did this when he drove his motor vehicle through the front yard of [REDACTED BY AGENCY]. In doing so, James damaged numerous PVC pipes that were in the front yard. The estimated cost of repair was less than $500.
James Bonds did commit the offense of Aggressive Driving (OCGA 40-6-397) when he operated a motor vehicle with the intent to intimidate, injure, and/or obstruct another person. James did this when he drove a motor vehicle through the front yard of [REDACTED BY AGENCY] toward his wife, [VICTIM #1]. James nearly struck [VICTIM #1] with the motor vehicle as she ran towards the front porch.
James Bonds did commit the offense of Reckless Driving (OCGA 40-6-390) when he drove a motor vehicle in a reckless disregard for the safety of persons and property. James did this when he drove a motor vehicle through the front yard of [REDACTED BY AGENCY] In doing so, James nearly struck his wife, [VICTIM #1], and caused damage to PVC pipes in the yard.
James Bonds did commit the offense of Driving Under the Influence (OCGA 40-6-391(a)(1)) when he operated a motor vehicle under the influence of alcohol to the extent that it was less safe for him to do so. James’ breath smelled like an alcoholic beverage. James’ eyes were bloodshot red. James also had trouble maintaining his balance. This was after he drove his motor vehicle off the roadway and through the yard of [REDACTED BY AGENCY]
James Bonds did commit the offense of Failure to maintain lane (OCGA 40-6-48) when he failed to drive his motor vehicle as nearly as practicable within a single lane. James did this when he left the roadway, drove onto the sidewalk, and into the yard of [REDACTED BY AGENCY]
James Bonds did commit the offense of Driving on a sidewalk (OCGA 40-6-144) when he drove his motor vehicle off of the roadway and onto a sidewalk (with no permanent or duly authorized driveway).
The warrantless arrest form, along with traffic citations (for superior court), were turned over to booking staff.
There were no known security risks or medical issues.
Officer Akins obtained video of the incident from a security camera from the residence next door [REDACTED BY AGENCY]. The security footage shows [VICTIM #1] walking down the sidewalk, and then start to throw up on the sidewalk. After she finished throwing up, [VICTIM #1] began to walk towards the front porch of [REDACTED BY AGENCY]. As [VICTIM #1] was walking, the black Nissan Murano entered the frame from the east direction, drove onto the sidewalk, and accelerated toward [VICTIM #1]. [VICTIM #1] began to run as the Nissan Murano accelerated towards her.
The SUV barely missed her, but did strike a bicycle that was next to the front porch. The vehicle also came very close to colliding with the front porch, where people were standing. After the vehicle stopped, James Bonds is seen stepping out of the vehicle and walking to the front porch. The frame does not capture what happened once he was there. James was wearing the same clothing he had on when I spoke to him. Shortly after, James got back into the vehicle, backed out, and went back towards his residence.
Based on the time stamp on the video, James left [REDACTED BY AGENCY] at approximately 18:16. Officer Warren arrived at James’ residence at approximately 18:24. Officer Warren said that when he arrived, James was walking on the driveway after having just thrown clothes at the bottom of the driveway. In this eight-minute window, it seems improbable that James could have consumed enough alcoholic beverages to arrive at the point of intoxication that we located him in. This suggests that he consumed the alcohol before driving the motor vehicle and attempted to run over [VICTIM #1].
