On February 08, 2026, at approximately 1507 hours, Deputy Sharp and LT. Callahan was dispatched to 1288 Beaverdale Road, near the Dollar General, in reference to a lewd acts. Upon arrival, Deputy Sharp and LT Callahan approached a silver Honda Civic.

Deputy Sharp approached on the driver’s side of the vehicle and observed a female, later identified as Jessica Francisco-Domingo, on top of a male, William Salazar-Garcia. Jessica looked up at Deputy Sharp and immediately pulled up William’s pants. Deputy Sharp had Jessica and William step out of the vehicle. At that time, Deputy Sharp noticed William was currently having a partial erection. Both William and Jessica would only advise that they were not having sex. Deputy Sharp asked why he observed Jessica pull William’s pants up. They would advise that nothing happened, and they weren’t having sex.

Deputy Sharp was advised that [WITNESS #1] had witnessed the incident and requested that the Dollar General manager have Deputies investigate the situation. Once returned. Deputy Sharp placed both William and Jessica into custody. William advised that he wished for his vehicle to remain unlocked with the keys inside the vehicle so he Dad could remove the vehicle from the parking lot at a later time.

William was served with W26-243 for the charge of O.C.G.A. 16-6-8(b) Public Indecency. Jessica was served with W26-244 for the charge of O.C.G.A. I6-6-8(b) Public Indecency. They were turned over to the booking staff without incident.

Deputy Sharp then spoke to [WITNESS #1], who called into Dispatch, who provided the following information. [WITNESS #1] advised that she arrived on scene and saw the silver Honda Civic in the parking lot, and thought nothing much of it. She advised that when she returned outside to her vehicle and saw the male lying down in the driver’s seat with the female on top of him. She advised that she returned to the store to let the staff know, then returned outside and noticed the female had taken off her jacket and was bouncing up and down on top of the male. [WITNESS #1] advised that her young juvenile was in her vehicle, but was not able to see anything.
