[NARRATIVE #1 on May 31, 2026]

On May 31, 2026, Deputy Avila and Deputy Watkins responded to [1400 BLOCK] New Hope Church Rd, Tunnel Hill, Ga, approximately 1920-30 Hours in reference to a Domestic Dispute in Progress.

Whitfield County 911 Dispatch informed Deputy Avila and Deputy Watkins that a Jessica Underwood has left the residence walking towards Highway 201. New Hope Church Road connects to 201 from both directions left and right. Deputy Avila traveled on Crow Valley Road onto New Hope Road. Deputy Watkins traveled I75 Northbound onto Tunnel Hill/Varnell Road (Highway 201). Deputy Avila and Deputy Watkins did not locate Jessica Underwood between the area of Crow Valley Road, New Hope Church Road, and Tunnel Hill Varnell Road.

Deputy Watkins was flagged down by a family member of [VICTIM #1], the victim of the assault. Deputy Watkins informed Deputy Avila that Jessica possibly went towards her aunt house on Tunnel Hill/Varnell Road (Highway 201). Deputy Avila searched that area and could not locate her.

Deputy Avila informed Deputy Watkins over the phone that he was going to relocate to [1400 BLOCK] New Hope Church Road to meet with victim. Deputy Watkins stated that he would continue to search for Jessica.

Deputy Avila arrived at [1400 BLOCK] New Hope Church Road and met with [VICTIM #1], the victim. [VICTIM #1] had whitish/yellow small rags on his head. [VICTIM #1]’s clothing has blood stains from the incident. Deputy Avila asked [VICTIM #1] if he wanted to Emergency Medical Services and [VICTIM #1] denied. Deputy Avila began to get [VICTIM #1]’s statement of the incident that occurred.

[VICTIM #1] stated that he arrived at his residence [1400 BLOCK] New Hope Church Road from Walmart at approximately 1900 hours. [VICTIM #1] stated that he entered the residence and no one was inside. [VICTIM #1] stated that he has allowed Jessica Underwood stay at his residence for a while. [VICTIM #1] stated that they are friends. [VICTIM #1] stated that he closed the residence door behind him and entered his bedroom.

[VICTIM #1] stated that he laid in his bed and Jessica entered the residence. [VICTIM #1] stated that Jessica began to attack him with the standing white fan in his room unprovoked. [VICTIM #1] stated that Jessica struck him multiple times on his head. [VICTIM #1] stated that he attempted to get up and Jessica began to throw vases at him. [VICTIM #1] stated that Jessica began to leave and took his phone without his permission.

Deputy Avila contacted Sergeant Barnett to ensure Crime Scene Unit did not need to respond prior to entering.

[VICTIM #1] gave permission for Deputy Avila to enter his residence to show the evidence of the scene. Upon entrance to the residence, Deputy Avila observed a trail of blood starting at the front door into [VICTIM #1]’s bedroom. Deputy Avila observed a broken white standing fan at the bottom corner of the bed. From entering the room and facing the bed it would be the left corner closet to the bedroom door.

The white fan had [VICTIM #1]’s blood on it. Deputy Avila observed the left side of the bed where [VICTIM #1] claimed to have laid down at. The right side of the bed was neat and undisturbed. Deputy Avila also observed clear glass vases on the bed that [VICTIM #1] claimed Jessica had thrown at him. [VICTIM #1] stated that Jessica took his black flip phone estimating to $200.00 during the incident.

Deputy Avila asked [VICTIM #1] to observed the injuries to his head. [VICTIM #1] removed the rag and Deputy Avila observed multiple wounds on [VICTIM #1]’s head. [VICTIM #1] stated that his family members are going to drive him to the Emergency Room to get seen.

During Deputy Avila’s interview with [VICTIM #1], Deputy Watkins informed Deputy Avila over the radio that he located and arrested Jessica Underwood in the area of Tunnel Hill/Varnell Road (Highway 201). Refer to Deputy Watkins supplemental.

Deputy Avila relocated to Deputy Watkins location of Tunnel Hill/ Varnell Road (Highway 201) near the Dollar General. Deputy Watkins informed Deputy Avila that Jessica was in the back seat of his patrol car. Deputy Bandy was on scene and informed Deputy Avila that Jessica was read her Miranda rights. Deputy Bandy stated that Jessica stated that she did not understand.

Deputy Avila went to the passenger side of the Deputy Watkins’s patrol car to speak with Jessica about the incident. Deputy Avila ensured that Jessica understood her rights and asked if they needed to read to her again. Jessica denied for her rights to be read again and stated that she wanted to speak to Deputy Avila.

Jessica stated that she was asleep at [VICTIM #1]’s residence. Jessica stated that [VICTIM #1] entered the bedroom and used his fingers to touch her (fondling). Jessica stated that she got upset and then [VICTIM #1] poked her with the white standing fan. Jessica stated that she grabbed the fan and admitted to striking [VICTIM #1]’s head. Jessica stated that during this incident she believes she dropped her phone or [VICTIM #1] took hers. Jessica stated that she took [VICTIM #1]’s phone.

Deputy Avila did not locate [VICTIM #1]’s black flip phone in her possession. Jessica would not state where [VICTIM #1]’s phone was. Jessica stated that [VICTIM #1] has bugged her phone and [VICTIM #1] fed her feces in the past. Deputy Avila had to redirect Jessica multiple times to speak about the incident this date. Jessica stated that she would speak more about it if it meant she would not go to jail. Deputy Avila explained to Jessica that she has a Probation Warrant along with charges from what happened today. Jessica told Deputy Avila to take her to jail if she was not going to get out of it.

Deputy Watkins secured Jessica’s belongings and transported Jessica to the Whitfield County Jail. Jessica was placed in custody of the Whitfield County Booking Staff. Deputy Avila relocated to the Whitfield county Jail to charge Jessica on Warrant #2026-586WA in accordance with O.C.G.A 16-5-21 Aggravated Assault and O.C.G.A 16-8-2 Theft by Taking that was applied, reviewed, accepted through the Criminal efiling system by the On-Call Magistrate Judge Griffin. Deputy Avila also served Jessica on Probation Warrant #25-00608 Probation Violation this date.

[NARRATIVE #2 on May 31, 2026]

On 05/31/2026, while traveling north on Tunnel Hill Varnell Rd, Deputy Watkins located Jessica Underwood walking on the right-hand shoulder of the road. Deputy Watkins had learned that Jessica was a possible suspect in a physical domestic dispute that had occurred approximately 30 minutes earlier on this date, and she also had an active felony probation violation warrant.

At this time, Deputy Watkins activated his emergency light and got out with Jessica. Deputy Watkins had placed Jessica in custody as Deputy Bandy had arrived on the scene. Deputy Bandy read Jessica her Miranda rights, searched her, and placed her in the back of the Patrol car. All three of Jessica’s bags were searched as well; nothing was located during the search.

Deputy Avila had arrived shortly after Jessica was placed in custody to question her about the previous Domestic. Deputy Watkins then transported Jessica to the Whitfield County Detention Center for Deputy Avila, where she was turned over to the jail booking staff.
