On Tuesday, May 19, 2026, at approximately 1939 hours, Deputy Kyle and Deputy Kell responded to [1800 BLOCK] City View Drive in reference to speaking with [VICTIM #1] about a male that committed lewd acts outside of 1910 South Dixie Highway (Corner Mart) the previous date (May 18, 2026).
Once on scene, Deputies contacted [VICTIM #1], who stated the following:
On Monday, May 18, 2026, she arrived for work at the Corner Mart. When she pulled into the parking lot, she parked next to a male subject sitting in a gray SUV. As she exited her vehicle, she noticed the male was looking over at her and said something; however, she could not hear him. As she stepped out of her vehicle, asking the male what he said, she said the male stated something along the lines of “You’re a beautiful woman.”
At this time, she also observed the male had his genitalia in his hand, mast*rbating. Without saying anything, she continued walking towards the front of the store and stopped on the front door to hold her phone up for a photo of the vehicle. While doing so, the male quickly backed out of the parking spot and accelerated out of the parking lot very quickly. She said she had to wait to get video from the owner, which is why there was a one-day delay to making the report.
[VICTIM #1] provided Deputies with a still-shot of the suspect from the Corner Mart security camera. At this time, Deputy Kell was immediately able to identify the suspect as Joseph Scot Findley. [VICTIM #1] was able to show Deputies security footage of the incident. During this time, Deputies observed the following:
Findley walks to his vehicle (gray Chevrolet Equinox) and gets in the front seat. Findley can be seen leaning back in his seat and appears to make a motion at his waist area that’s consistent with pulling down the front of his pants. It is then apparent that Findley begins moving his left arm in a motion consistent with mast*rbation (up and down motion); however, nothing past Findley’s mid-section could be seen on camera.
Shortly thereafter, [VICTIM #1] arrives on scene and she can be seen looking over at Findley through his front passenger window. As she exits her car, she stops briefly, still looking into Findley’s car before continuing to the store’s front door. As she walks to the door, she appears to look back at Findley, who then appears to reverse quickly, and then accelerate onto South Dixie Highway, southbound.
[VICTIM #1] later uploaded all photos and video footage to “Evidence.com.”
This case will remain active for further investigation.
