On 09/18/25 at or about 0255 hours, myself, along with officers Aldava and Murdoch, responded to [REDACTED BY AGENCY] in reference to a check welfare on a female subject, Jovan Lewis. The caller, [VICTIM #1], stated that Jovan had been going in and out of her apartment all night, slamming doors, and yelling loudly. During the time, of the call, [VICTIM #1] stated that Jovan was attempting to light what he thought was a brown paper bag on fire.
Upon arrival, I observed Jovan to be standing in the middle of the drive with her back towards me. She turned around and I observed her to have a golf club in her hand and wearing sunglasses. She began yelling and uttering phrases that did not make sense. I informed Jovan that I just was just trying to figure out what was going on. She then stated ” good pull a gun come on.” I informed Jovan that I did not need to pull my gun and continued to try to get her talk to me. During this time, Jovan again began to yell phrases that did not quite make sense and obscenities. She then began hitting the golf club against the ground and swinging it around while continuing to yell and then while backing away from officers on scene.
With Jovans obvious heightened state of aggression and continuously backing away from us, we decided to close in on Jovan in attempt to take her into custody. As we walked toward Jovan, she took off running on foot toward shugart rd. Myself and officers Aldava and Murdoch pursued after Jovan at this time. Officer Aldava stayed behind her while myself and officer Murdoch attempted to cut off her path at the bottom of the steps. As we turned the corner, I observed Jovan to be halfway down a staircase. At this time, due to Jovans previous flight from law enforcement and heightened aggression, I drew my taser from the holster and oriented the two lasers on her body. I then instructed Jovan to come down the steps and place her hands behind her back. At this time, I noticed the officer Murdoch also had his taser oriented on Jovans body and that she no longer had possession of the golf club. I could see that her hands were clear so at this time I holstered my taser and went hands on with Jovan. She was taken into custody without further incident.
At this time, officer Aldava conducted a search incident to arrest of her person and she was placed in the back seat of my vehicle. Due to her current state, she was not seat belted in. Jovan is a US citizen. She continued to scream and yell while in the back of my patrol vehicle. I then transported her to the Whitfield County jail. While on the way to jail, Jovan seemingly changed her tone of voice and began speaking with a lower volume but more high pitched voice. She was obsessively having political and religious conversations with herself during this time. Upon arrival at the jail, I secured my service weapon in the lock box located inside of my vehicle. I then handed Jovan, and her belongings, over to the booking staff. I then filled out warrantless arrest form #70858 and charged Jovan with the following:
- OCGA 16-11-39 Disorderly conduct
- OCGA 16-10-24 Obstruction
Once I ensured the booking staff did not need anything else from me, I returned to my vehicle where I conducted a search of the back seat before retrieving my service weapon and returning to service.
