[NARRATIVE #1 on June 14, 2026]
On June 14, 2026 at 1300 I was dispatched to 1349 W Walnut Ave (Petland) in reference to a female on their property who had already been trespassed.
When I arrived on scene I discovered that the female was Kayla Bailey. I checked her list of trespassed locations and it showed that Kayla had been trespassed from the property on 6/10/2026. I then asked Kayla to turn around and put her hands behind her back and told her that she was under arrest for criminal trespass. Kayla did as she was instructed and I placed her in handcuffs. I then escorted Kayla to the front of my patrol car and searched her incident to arrest. I did not locate any contraband on Kayla’s person. I then placed Kayla into the back of my patrol car and buckled her in.
Officer Warnix then arrived on scene and helped me collect and search all of Kayla’s belongings for any contraband. We did not locate anything in Kayla’s personal items. I then began my transport to the jail. Once at the jail I secured my firearm in the secure area of the sally port and escorted Kayla into booking. Once inside booking I handed Kayla and her belongings over to staff.
I charged Kayla with the following offense:
16-7-21 Criminal trespass
I filled out a state uniform citation form (Number 01229) and provided Kayla with all of the information for her court date. Kayla signed the form. I then handed her copy of the form over to booking to put with the rest of her belongings.
I checked the back of my patrol car both prior to and after my transport to the jail. Kayla is a U.S. citizen. Kayla did not disclose to me that she has any medical conditions.

[NARRATIVE #2 on June 14, 2026]
On 06/14/2026, at approximately 1903 hours, Ofc Shope was dispatched to 1345 W Walnut Ave in reference to a female, later identified as Kayla Bailey, urinating on the sidewalk in front of Cici’s Pizza.
I happened to be in the area of 1345 W Walnut Ave, and spotted a female walking along the median in the middle of the road near the racetrac. Ofc Dykes let Ofc Shope know that we would be getting out with her, and Ofc Shope advised that we had enough probable cause to detain her at this time.
I pulled into the Taco Bell parking lot where I had seen Kayla go inside of the building. I placed Kayla in handcuffs, checked them for proper fitment, and double locked them for safety. I let Kayla know that she was just being detained for the moment.
Ofc Shope had dispatch advise the original caller to meet with him in the racetrac parking lot to give a statement. The original caller, [WITNESS #1], stated that while she was inside of Cici’s Pizza, she watched Kayla drop her pants and undergarments, exposing herself completely. [WITNESS #1] then stated that Kayla squatted down and began urinating on the sidewalk in front of the business.
Earlier this date, at approximately 1300 hours, Kayla had been arrested for criminal trespass in the area of the same location (1349 W Walnut Ave, Petland). The area near the building has a visible “No loitering” sign. See report 26-003162 for more info on the arrest from earlier this date.
With the statement from the original caller, I placed Kayla under arrest for public indecency as well as criminal trespass and loitering. I placed her in front of my patrol vehicle and searched Kayla and her belongings incident to arrest. Located in one of Kayla’s bags, was two partially drank small alcohol bottles, as well as a half burnt THC Pre-roll. I seized those items to dispose of at P&E.
I then placed Kayla in the backseat of my patrol vehicle where she was seatbelted in. Kayla is a US citizen. I then transported Kayla to the Whitfield County Jail, giving dispatch my beginning and ending mileage of the transport.
Upon arrival at the jail, I placed my department issued firearm inside of a lock box in the sally port. I turned Kayla and her belongings over to the booking staff. My patrol vehicle was searched prior to and after transportation, with no contraband found.
I relocated to property & evidence, where I poured out the two alcohol bottles. This was recorded on my body worn camera. I then submitted the half burnt THC Pre-roll to P&E for destruction.
While at P&E, Ofc Dykes called a caller from earlier in the day, [WITNESS #2], who is an employee at Petland. [WITNESS #2] advised that she had seen Kayla after being arrested several hours earlier, enter and leave the property at 1701 and 1907, two separate times. [WITNESS #2] stated that she has a picture and a video of Kayla being on the property. I advised her to email those two me, which she stated that she would. At this time, I have not received the video or picture from [WITNESS #2].
I then went to apply for arrest warrant #W26-987 for the following charges:
16-6-8 – Public indecency
16-7-21(DB) (2) – Criminal trespass 16-11-36 – Loitering and prowling
16-7-21(DB) (2) – Criminal trespass
The arrest warrant was signed by the on call judge, Judge Phillips, and printed. I relocated to Whitfield County Jail to serve the warrant. I then served warrant #W26-987 to Kayla, to which she stated that she understood her charges and had no further questions for me.
