First Officer’s Narrative:

On 05-19-21, Lt. Lowery was speaking with Mr. [VICTIM #1] by phone. Mr. [VICTIM #1] advised that he was calling in regards to his step daughter who had stolen forty dollars from a pair of pants inside the residence. Mr. [VICTIM #1] advised that his other daughter was a witness to the offender taking the money.

Mr. [VICTIM #1] advised that the offender had taken the money and purchased a new cell phone and was refusing to give it to them. Mr. [VICTIM #1] advised that they were going to return the phone and get their money back.

Lt. Lowery then explained to Mr. [VICTIM #1] that Lt. Lowery could not make her give the phone back to him; however, if he wished to prosecute her that she could be charged if there was sufficient evidence. Mr. [VICTIM #1] advised that he wished to do that since she would not cooperate with them.

Second Officer’s Narrative:

On 05-19-2021 at 1611 hours, Sergeant Brunson arrived at [100 block] Hill Cir. to speak with subjects about a theft. Lt. Lowery had already been speaking with the subjects by phone. Sergeant Brunson spoke with [VICTIM #1] and [VICTIM #2].

[VICTIM #1] stated their daughter Kayleigh Norris stole $40.00 and used it to buy a cell phone from the Dollar General located at 113 Phelps Rd. Norris did this because her phone had been taken away by her parents. [VICTIM #1] also stated Norris had given them the cell phone she bought.

[VICTIM #2] stated their daughter took $40.00 out of her pants pocket. [VICTIM #2] stated she had changed her clothes in the bathroom and left her pants in the bathroom with the $40.00 in the pocket.

Kayleigh Norris was sitting on the porch with her arms crossed and biting her lip while Sergeant Brunson was speaking with her parent’s. Sergeant Brunson approached Norris and asked why she would take money rather than ask for the money. Norris replied because they, referring to her parents, say they will do something but never do what they say they will. Norris went on to say they take her phone because they don’t approve of who she talks to.

Sergeant Brunson spoke with the parent’s again and advised them if they wished to have charges placed against Norris Sergeant Brunson would charge her with Theft by Taking and explained the current bonding procedures. The parent’s advised to charge Norris.

Sergeant Brunson took Norris into custody, handcuffing her, checking cuffs for fit and double locking them. Sergeant Brunson transported Norris to the Whitfield County Jail and charged her with Theft By Taking on Warrantless arrest 64130.
