On Saturday, October 25, 2025, at approximately 1937 hours, Deputy Kell responded with Sgt. Spence to 2541-3 East Walnut Avenue, Sally’s Beauty Supply, in reference to a male making threats to an employee, and making statements about having a “gun” in his backpack. The male was described as a white male, wearing a red hoodie, blue jeans, and carrying a black backpack.

Upon arrival, Sgt. Spence and Deputy Kell contacted Kenneth Jarrell, who was sitting in front of “Dollar Tree,” a couple stores down from Sally’s Beauty Supply. Jarrell was wearing a red hoodie, blue jeans and had a black bookbag sitting next to him. Deputy Kell detected an extremely strong odor of an alcoholic beverage coming from Jarrell’s mouth area. While Deputy Kell spoke with Jarrell, Sgt Spence relocated to Sally’s to speak with the caller. Deputy Kell asked Jarrell if he had been to Sally’s, to which he originally stated “No”; however, after further questioning, Jarrell stated the following:

He had gone inside the store to ask if they would be willing to sign a petition to get rid of all the “methheads” and homeless people that occupied the woods behind the business. He said at no point did he ever make any threatening statements to, or about, anybody.

Jarrell gave consent to Deputy Kell to search his person and backpack. During the search, Deputy Kell located a small hatchet in the large zip-up portion of the backpack.

Deputy Kell had Jarrell provide a breath sample on Sgt Spence’s portable breath test (PBT). During the test, Jarrell did not blow on the device, but rather sucked in. Nonetheless, Jarrell produced a sample reading of .120. Deputy Kell placed Jarrell in handcuffs and secured him in the rear of his patrol car.

Deputy Kell relocated to Sally’s and contacted [VICTIM #1] and [VICTIM #2]. Deputy Kell ask both if the male he had been speaking with was the correct offender (Deputy Kell and Jarrell were in view of the front of Sally’s), to which both stated “100%.” Deputy Kell first spoke with [VICTIM #1], who stated the following:

Jarrell came into the store and ask her if she was willing to sign a petition to get rid of the homeless people around the store. She told him that she did not think they had the authority to do such a thing, which made Jarrell mad. She said Jarrell began telling her he was going to “beat her a*s”, and then stated he had a gun in his bag, and stated he would come back and shoot everybody. She said she believed he was referencing killing the homeless people and her. She said Jarrell then calmed down, stated he did not mean to scare anyone, but then immediately became aggressive and threatening again. She said after Jarrell left the store, she locked the door.

After speaking with [VICTIM #1], Deputy Kell also spoke with [VICTIM #2], who stated the following:

Jarrell never made threats towards her; however, she overheard him speaking to [VICTIM #1], and confirmed he stated he was going to “beat her a*s”, and then stated he had a gun in his backpack. She said Jarrell made a comment that he was going to shoot everybody. She said because of these statements, she began fearing for her safety.

After speaking with [VICTIM #1] and [VICTIM #2], and providing them with a case number, Deputy Kell transported Jarrell to the Whitfield County Jail, where once on scene, he and his property were turned over to the care of the booking staff.

Deputy Kell completed a warrant application, which was later signed and approved by Judge Martin of Magistrate Court. Deputy Kell charged Jarrell with the following on Warrant #W25-1763:

O.C.G.A. 16-11-37: Terroristic Threats and Acts (Felony).
O.C.G.A. 16-11-39: Disorderly Conduct.
O.C.G.A. 16-11-41: Public Drunkenness.

The hatchet located inside Jarrell’s backpack was packaged and placed into evidence at the Whitfield County Sheriff’s Office.

This case is cleared by arrest.
