Officer’s Narrative:

On 04.Jan.2025 I heard officers dispatched to [REDACTED BY AGENCY] in reference to a female being heard on a 911 call saying that she was going to murder someone. I was closer to the call than the responding units so I advised dispatch and responded.
Dispatch advised that the caller disconnected and that the call was showing to come from the [REDACTED BY AGENCY] building of Autumn Court. I parked at the [REDACTED BY AGENCY] building and responded on foot. I observed someone standing outside of the building next to the [REDACTED BY AGENCY] building. I asked the person if they had heard any disturbance and they stated that they had not. I then went into the [REDACTED BY AGENCY] building main level. I observed an older female sitting in a chair in the breezeway and asked if she had heard any disturbance. She advised that it was coming from downstairs and pointed towards unit [REDACTED BY AGENCY]. I advised the other responding officers that it was going to be on the back side of the apartments on the bottom floor.
As I went to the bottom floor, I observed a male subject sitting outside of unit [REDACTED BY AGENCY]. He appeared bothered/sad and I asked him what was going on and he stated nothing. I asked him which apartment he lived in and he pointed to unit one. I asked him if that is where everyone was fighting and he stated that it was. I asked him if his mom was the female inside and he stated that it was. I asked him if she had any guns and he stated that she did.
About this time I heard a female yelling inside the apartment. I advised for the male to stay where he was and I went to the door of apartment one. As I approached the door I could see that it was not latched closed, that it was partially open. I advised the responding units that were going on scene that I had an open door at the unit and that when they arrived we would make entry. About the time that I said this, Officer Ellenburg arrived on the lower level.
Due to the threats made involving shooting someone and the male subject I spoke with advising that there were guns present, I drew my issued firearm. Officer Ellenburg drew his taser for less lethal coverage. I pushed the door open and observed a male and female standing next to each other in the middle of the apartment. I also observed several children in the living room area of the apartment. I advised the two adults to both to put their hands up. They both did as instructed. I then advised for them to walk towards me.
The male subject had a pistol sticking out of his right pocket and stated that he had a gun. I advised him to just keep his hands up and he would not have to worry about it. As he approached he stated that he wanted us to remove the gun from his pocket. Officer Ellenburg removed the gun while I took the male’s hands and placed them behind his back. I advised him that he was being detained and that he was not under arrest. I placed him in handcuffs and had him sit on a seat in front of us. I then advised the female to go outside with Officer Ellenburg.
I asked the male subject, Mr. [VICTIM #1], who else was in the home besides the children and he stated that his mother was in the back. I called out to his mother but Mr. [VICTIM #1] stated that she was disabled and couldn’t come out. He stated that I could go back and talk to her. I went back to the back bedroom and observed a female, Ms. [WITNESS #1], in the back bedroom. Ms. [WITNESS #1] is Mr. [VICTIM #1]’ mother.
I asked her what all was going on and she stated that the female that was yelling was Ms. Travis, her daughter in law. She stated that Ms. Travis was upset about not getting to go with the family out of town to a memorial service. Ms. [WITNESS #1] stated that Ms. Travis was also finding out that her time at the apartment had come to an end. Ms. [WITNESS #1] stated that Ms. Travis was not supposed to be staying there and that there was an understanding that after today she would have to be living somewhere else with three of her children. Ms. [WITNESS #1] stated that this was what all the arguing was about.
I then asked Ms. [WITNESS #1] about the mention of shooting someone. She stated that she wished to speak to me not in front of the children. I then called for another officer to come inside so that I could speak with Ms. [WITNESS #1] in private.
Ms. [WITNESS #1] elaborated on the fact that Ms. Travis was upset about being kicked out of the apartment and not being able to go to St. Louis with her husband. Ms. [WITNESS #1] stated that she heard Mr. and Ms. Travis arguing and that Ms. Travis was cursing and yelling. Ms. [WITNESS #1] stated that when she heard the argument occurring that she called two of the girls into her room so they would not have to continue to be exposed to the parents yelling. Once I spoke with Ms. [WITNESS #1], I went back into the living room. Seeing as the tensions had calmed and there did not appear to be any current threats or concerns, I removed the handcuffs from Mr. [VICTIM #1].
I asked Mr. [VICTIM #1] what happened. He stated that he and his wife were arguing. He stated that she was upset because he would not take her to St. Louis with his family. He stated that she had been drinking and that she did not like that he was going to go without her. Mr. [VICTIM #1] stated that they were arguing but that he did not hear her say anything about a gun. He stated that she did have a gun that was in a Winnie the pooh bag which should be in the bedroom.
I observed that this bag was sitting in the middle of the dining area in a chair where the two were arguing. Mr. [VICTIM #1] stated that they have been separated since June. I asked Mr. [VICTIM #1] if there was anywhere that Ms. Travis and the kids could stay since they could not stay here. Mr. [VICTIM #1] gave me Ms. Travis’ aunt’s number to see if they could stay there. I called and spoke with [REDACTED]. She advised that she wasn’t sure about them staying with her and she wished to speak with Ms. [WITNESS #1]. I disconnected and Ms. [WITNESS #1] contacted her.
I then went out to speak with dispatch and see if they could send me a copy of the audio call. Dispatch emailed me the recording. Once I received the recording I heard a female say the following: “give a f*ck about h*e. Dumb a*s, little d*ck, b*tch. F*ck you p*ssy, you dumb h*e. I’ll blow your brains out b*tch.” At this point the dispatcher asked where the caller was located and the call disconnected. The recording of this will be attached to this report.
At this point I went to speak with Ms. Travis. I asked her who she was arguing with in the apartment she stated that she was talking to her husband. I asked her why she stated that she was going to shoot him and she stated that she didn’t remember that. She stated that she doesn’t even own a gun. I asked her if there was a gun in her Winnie the pooh bag and she stated that there shouldn’t be one in it. She then stated that it shouldn’t be in the bag, it should be somewhere in the house. She then continued to talk about how she was trying to support her husband and that just because she talked to another man, he shouldn’t hold it against her.
I then went inside and spoke with Mr. [VICTIM #1] and Ms. [WITNESS #1] again. Mr. [VICTIM #1] stated that he did not remember where it was that they were when Ms. Travis said she was going to shoot him. Ms. [WITNESS #1] stated that she was in her room and the boys were in the living room. She stated that she could hear Ms. Travis and she was in the room next to where they were. She stated that was when the juvenile girls came into her room. At this point I asked Mr. [VICTIM #1] if the children could stay with him. He and Ms. [WITNESS #1] agreed that they could stay for the night at the home.
I asked Mr. [VICTIM #1] if I could locate the gun in the Winnie the pooh bag and make it safe so that the kids did not get hold of it. He stated that I could. I then removed the gun from the bag, unloaded it and separated the magazine from the ammunition and I placed the gun on top of the kitchen cabinets away from the ammunition and magazine. I asked Officer Ellenburg to stay and identify all of the children while I took Ms. Travis to the jail. I then went outside and placed Ms. Travis into custody. I advised her that she was going to be charged with terroristic threats. I checked her pockets for any property at which she had a phone and lighter.
I then escorted Ms. Travis to my patrol vehicle where I searched the back seat before having her get inside. I then secured her with the lap/shoulder belt. I provided a victim’s bill of rights to Officer Cruz to provide to Mr. [VICTIM #1].
I transported Ms. Travis to the W.C.S.O. Detention Center without incident. Upon arrival I secured my firearm in the lock box of the sally port. I then removed Ms. Travis and searched the back seat again. I escorted Ms. Travis into the booking area of the detention center and turned her over to booking staff with her phone. I advised them what her charges would be and that I would need to contact the magistrate court judge to issue a warrant
I then completed the warrant affidavit and contacted the on call judge. Once the judge contacted me back and issued the warrant, I printed an original and took it to the W.C.S.O. Detention Center. I then served Ms. Travis with warrant number W26-22 charging Ms. Travis with 4 counts of cruelty to children 2nd degree and one count of felony terroristic threats.
