On 02/01/25, I responded to 528 McGhee Dr in reference to an intoxicated female on scene causing a disturbance.

I arrived on scene alongside Officer Cook and located the female in question, Lindsey Clay, sleeping in the driver’s seat of a red ford explorer in the parking lot. Myself and Officer Cook tried to wake Clay several times by beating on her vehicle’s windows and by shaking her vehicle, with no success. We observed that Clay’s vehicle was unlocked and made the decision to open the door to check welfare.

Upon opening the door Clay immediately woke up and began speaking to us. I immediately detected the strong odor of alcoholic beverage coming from within the vehicle. I further noticed that Clay’s speech was heavily slurred. When asked if she had been drinking, Clay stated that she had had a substantial amount to drink. She further stated that she did not know how long she had been at this location.

I then went inside the business at 528 McGhee Dr and met with [VICTIM #1], an employee. I then asked [VICTIM #1] what he had observed. [VICTIM #1] stated that Clay had arrived roughly 30-40 minutes earlier in her vehicle, appearing to be intoxicated. [VICTIM #1] stated that Clay entered his store and began asking him to give her a tattoo on her face. [VICTIM #1] stated that he refused to do this and that other patrons on scene, [VICTIM #2] and [VICTIM #3], began trying to calm Clay and talk her out of such decisions. [VICTIM #1] stated that Clay became argumentative with the other patrons, causing them to leave the business.

I located [VICTIM #3] and [VICTIM #2] in a vehicle across the street while Pfc Hammontree arrived on scene. [VICTIM #3] and [VICTIM #2] claimed that they had arrived at approximately 13:30 for an appointment they had made. They both claimed that Clay had drove into the parking lot at the same time. They both stated that they both entered the business and that Clay entered a short time later. Both [VICTIM #3] and [VICTIM #2] both claimed they believed Clay to be “drunk” upon meeting her and further stated that she was actively drinking from a small shot bottle of liquor.

[VICTIM #3] and [VICTIM #2] stated that Clay approached [VICTIM #1] while he was working with another patron and began demanding he give her a tattoo on her face. Both [VICTIM #3] and [VICTIM #2] claimed [VICTIM #1] asked them to intervene and try reasoning with Clay. As they did this, Clay became agitated and began insulting [VICTIM #2]. Both patrons stated that Clay then tried to punch [VICTIM #2] in the face. [VICTIM #3] claimed that she partially blocked the punch, but that it still made contact with [VICTIM #2]’s face. [VICTIM #2] declined prosecution, but she and [VICTIM #3] stated that they did not feel safe returning to the business for their appointment while Clay was still on scene.

I returned to 528 McGhee Dr and met with Pfc Hammontree. He informed me that he had spoken with [VICTIM #1] and that [VICTIM #1] had relayed more information to him that he had originally given me. While discussing this interview with Pfc Hammontree in the parking lot, I overheard Clay begin yelling.

I looked in her direction and observed her walking and staggering away from Officer Cook. Officer Cook was giving her verbal commands to stop as Clay continued to ignore him and yell profanities at him. Officer Cook then reached out and grabbed Clay by one of her arms to stop her. Clay then turned to face Officer Cook and began throwing punches at Officer Cook’s face, none of which landed. Officer Cook then grabbed Clay by her wrists and pinned her arms behind her back. I then ran to their location as Clay continued to struggle and resist Officer Cook. We both then pinned Clay against a car in the parking lot and I was able to secure her into handcuffs.

Myself and Officer Cook then escorted Clay to my patrol vehicle and informed her that she was under arrest. Clay continued to scream profanities at us as we placed her into the back seat of my vehicle. It was here that I discovered that Clay’s license was suspended.

I then transported Clay to WCSO. There, I secured my firearm and escorted Clay inside of WCSO. Inside, Clay was turned over to the booking staff. Clay became combative with the booking staff almost immediately and was forcefully escorted to a padded cell. I then charged Clay accordingly:

Wa #69930
16-10-24 Felony obstruction of law enforcement
40-6-391a1 DUI alcohol less safe
16-11-39 Disorderly conduct
40-5-121 Suspended license

I then exited WCSO, retrieved my firearm, and cleared my back seat. Clay’s vehicle was towed by Union Point Towing.
