On June 1, 2026, at approximately 1327, Officer Cook and I arrived at 1529 W Walnut Ave, in reference to prostitution.

When we arrived, we went into the main lobby of the Red Roof Inn. [VICTIM #1], her kids, and [VICTIM #2] were in the main lobby. We initially spoke to [VICTIM #2] about the prostitution.

[VICTIM #2], who is the receptionist, stated that an old, bald, white man came up to the front desk soliciting her for sex. She stated that he came over and asked for help. She was confused and asked what do you need help with. Michael Franks put $140 on the desk and told her that he would pay her $40 for oral sex, $40 for sex, and $60 for anal sex. [VICTIM #2] refused and told him he had to leave.

I then interviewed [VICTIM #1], someone who rented a room there.

[VICTIM #1] stated that she came back to her hotel room with her kids from Walmart. She saw Franks in his room. Franks told her to come to him and stated that he left $100 on the bed for her. [VICTIM #1] was confused of what he was saying. She believed that he said he left money on her bed, but her room was closed. Franks then stated that when the kids go to sleep, she can come over and they have sex for $200 this time. [VICTIM #1] refused and went to the front desk. Where one of her sons told [VICTIM #2] what happened.

[VICTIM #2] told us that Franks was in room [REDACTED]. The door to his room was open. When we made contact with Michael Franks he was using the bathroom in the back of his room. Franks had slurred speech and was mumbling so it made it hard to understand him. Franks stated that he didn’t call the police so we need to leave. We told him that he was getting trespassed from the property and needed to leave. Franks started walking towards us and Officer Cook asked Franks to come to the door.

Officer Cook told him to sit down in a chair in front of the door. Franks sat down Officer Cook asked if he asked any questions to [VICTIM #2]. Franks stated that he didn’t and stated that they said no to his question. When asked what’s the question he didn’t want to elaborate on what the question was. We asked for his name and stated that he was Michael Ward. After getting some back and forth about the solicitation. Officer Cook then told him to stand up.

Officer Cook and I reached for an arm and pulled him out the chair, and arrested him. We arrested him for prostitution and soliciting for sodomy. Officer Cook hand cuffed him, and I double locked them. We then walked to the patrol vehicle. While walking Franks stated that he has a bad hip and that it’s bone on bone. We placed Franks in the front of the patrol vehicle and searched him. We found spare change, and a wallet with money and cards inside. We left his belongings inside his pockets. I checked the back of the patrol vehicle, and then placed Franks inside. Franks was secured in the patrol car via safety belt and then transported to the Whitfield County Jail.

While taking him to the jail, Officer Cook ran Franks and found that he was wanted for failing to report to his probation officer for simple assault. We arrived at the jail and secured our firearms in the back of the patrol vehicle and checked the back seat when we had Franks step out. While Franks was going through intake, we served him with the warrants listed below. Franks is a U.S. citizen. Before we left the jail, we put our firearms back into our holster.
