On 10/19/2025 at 0531 I was dispatched to [1900 BLOCK] Tibbs Terrace in regards to a call that was originally a burglary in progress. Dispatched later clarified that it was a disturbance involving a man dresssed as Spiderman.

Upon my arrival, I saw the male dressed as Spiderman, later identified as Noe Alejandro Figueroa-Somoza. The caller, who wished to remain anonymous, had told dispatch that they were having a party at [1900 BLOCK] Tibbs Terrace. The caller stated that Noe was drunk and some of the females stated that Noe had touched their legs and butts while at the party. Noe was asked to leave the party. Noe left the party but then came back and was banging on the back door.

I began talking to Noe to figure out what was going on with him. I quickly noticed that Noe was mumbling and slurring his words and I could smell the odor of an alcoholic beverage coming from his person. Due to these observations and the information the callers had given, I believed that Noe was under the influence of alcohol. I told Noe that someone at the party had called and said that he needed to leave. Noe declined to leave and said that he did not believe us.

Officer Hughes then asked the owner of the house if they wanted Noe to leave and the owner said yes. We then told Noe he needs to find a ride home and someone else at the party said they would call a ride for him. Noe was cursing at officers during this enitre exchange and used words like “motherf*ckers” and “b*tches”.

While waiting for the ride, Noe then started arguing with [VICTIM #1]. At the party. Noe was trying to get [VICTIM #1] to fight him and said things like “swing first” and was calling [VICTIM #1] a “b*tch” and “p*ssy” multiple times. I noticed that Noe was also slowly shuffling into the house, and at that time, Officer Hughes asked Noe to step back outside and take a seat while we waited for his ride.

When Officer Hughes put his hand on Noe to guide him back outside, Noe did not go with Officer Hughes and said “I’m good” multiple times. At this point it was decided that Noe was under arrest and while trying to place Noe under arrest, Noe resisted by grabbing onto a metal chair with his right hand. It took multiple attempts to pull the chair away from Noe while Noe was given multiple verbal commands to let go.

Noe also had his left arm under his body and was flexing it so it could not be easily moved by officers to put handcuffs on it. Eventually, myself and Officer Wingate were able to get his arm out from under him and help put handcuffs on Noe and he was taken to a patrol car to be searched. Noe was secured in the back seat of a patrol car and transported to the Whitfield County Jail by Officer Sosa.

Upon my arrival at the jail, I filled out warrantless arrest #70955 and charged Noe with 16-11-39: Disorderly Conduct and 16-10-24: Obstruction Or Hindering Law Enforcement Officers. The entire incident was recorded on my body cam. The females that Noe had touched inappropriatly did not wish to press charges.
