On 06/02/2026, I, Officer Briner, responded to 934 Market St (Holiday Inn Express) in regards to a report of lewd acts. The caller, [WITNESS #1], advised that a male tenant staying in room [REDACTED] had exposed his genitals to one of her housekeeping employees, [VICTIM #1]. Upon arrival, I met with [WITNESS #1] and the male suspect, later identified as Quincy Weems, in the front lobby of the hotel.
[WITNESS #1] stated that [VICTIM #1] was going room to room to determine if guests needed towels or housekeeping services. [WITNESS #1] advised that [VICTIM #1] reported an incident that occurred outside of room [REDACTED] involving Quincy. [WITNESS #1] stated that [VICTIM #1] was very upset and in tears while explaining the incident to her. [WITNESS #1] advised that she reviewed the hotel’s security footage and observed the interaction between [VICTIM #1] and Quincy. After reviewing the footage, [WITNESS #1] decided to contact law enforcement.
I asked [WITNESS #1] to contact [VICTIM #1] so that I could speak with her. [WITNESS #1] advised that [VICTIM #1] was en route to the front lobby but does not speak English and would require a translator. I then requested an additional unit to respond for translation assistance.
While waiting for an officer to arrive, I reviewed the security footage with [WITNESS #1]. In the video, [VICTIM #1] is seen knocking on the door of room [REDACTED] several times. After receiving no response, she begins to walk away. As she is leaving, a conversation appears to occur between her and someone at the door. During the interaction, [VICTIM #1] can be seen pointing toward Quincy and looking away. She is then observed handing Quincy towels before leaving the area without further incident.
While reviewing the footage, I observed that Quincy was not wearing a shirt and appeared to be wearing only a pair of boxers. [WITNESS #1] advised that [VICTIM #1] told her Quincy’s p*nis was exposed through the opening of his boxers during their interaction.
Upon hearing this, Quincy stated, “yes, it was out, but I just woke up and didn’t realize it. It was an accident.”
I then detained Quincy, placed him in handcuffs, and read him his miranda rights. Quincy stated that he understood his rights and wished to speak with me. I escorted Quincy to my patrol car and asked him to explain what occurred.
Quincy stated that he had worked all night and did not get off work until approximately 0500 hrs. Quincy advised that he was asleep in his room when he heard a knock at the door. He stated that he got out of bed wearing only his boxers and answered the door. Quincy advised that the person at the door was housekeeping asking if he needed towels or room service. Quincy stated that he did not realize his p*nis was exposed through the opening of his boxers until [VICTIM #1] said something to him. Quincy advised that he took the towels from [VICTIM #1] and returned inside his room.
Quincy further stated that since he was already awake, he decided to get ready and go to the store down the road. Quincy advised that as he walked through the hallway, he saw [VICTIM #1] again while she was servicing room [REDACTED]. Quincy stated that he asked [VICTIM #1] if she had a husband. Quincy advised that [VICTIM #1] used google translate on her phone so that they could communicate. Quincy stated that he then asked [VICTIM #1] if she wanted to have sex with him through google translate. Quincy advised that after [VICTIM #1] said no, he apologized and left the area. I asked Quincy if he offered her any type of incentive in exchange for sexual acts, to which he stated he did not.
I then placed Quincy in the back seat of my patrol car until additional officers arrived.
A short time later, Officers Cook and Mora arrived on scene. Officer Cook remained with Quincy while Officer Mora and I made contact with [VICTIM #1].

After speaking with [VICTIM #1], Officer Mora advised me that [VICTIM #1] stated Quincy asked her to have sex on two separate occasions, once during their initial contact near room [REDACTED] and again at room [REDACTED].
I then asked [WITNESS #1] if there were any exits available between room [REDACTED] and room [REDACTED]. [WITNESS #1] advised that there were multiple options, including a stairwell located near room [REDACTED] and elevators located between the two rooms. Based on this information, it appeared that Quincy observed [VICTIM #1]’s housekeeping cart and intentionally went out of his way to contact her a second time.
After considering the statements provided by all parties, the security footage, and Quincy’s admissions, I returned to my patrol car and made contact with Quincy again.
Based on the statements provided by [VICTIM #1], [WITNESS #1], Quincy Weems, the security footage reviewed during the investigation, and Quincy’s contact with [VICTIM #1] where he admitted asking her to have sex, I believed there was probable cause to conclude that the exposure of his genitals was not merely accidental but was part of a course of conduct directed toward [VICTIM #1]. Based on the totality of the circumstances, I placed Quincy under arrest for Public Indecency (OCGA 16-6-8).
I advised Quincy that he was under arrest and had him exit my patrol car for a search incident to arrest. Quincy was searched by Officer Mora in front of my patrol car #96. Nothing was located on his person other than his his personal belongings.
Quincy was then placed in the back seat of my patrol car. Quincy requested not to be seatbelted due to comfort. Quincy also advised that he is a U.S. citizen.
I then transported Quincy, along with his belongings, to the Whitfield County Sheriff’s Office Jail. Upon arrival, I secured my department-issued service weapon in the lock box provided in my patrol car and transferred custody of Quincy and his belongings to the jail booking staff.
Afterward, I returned to my patrol car and completed an E-file warrantless arrest form with the magistrate court. Warrant #W26-910 was approved and signed by Whitfield County Magistrate Judge Griffin. I then printed the original copy of the warrant at the jail and served Quincy with warrant #W26-910.
The served warrant was provided to the jail booking staff. I retrieved my service weapon from the lock box and returned to service.
This case is cleared by arrest of Quincy Weems.
