On this date, 06/01/2021, I, Officer Bell, was patrolling the area of the community center located at 218 Fredrick St. when I observed 3 males walking from the basketball courts. As I approached the 3 males, later identified as Roger Sistrenk [Spelled Sistrunk at Whitfield Jail], Cesar Daniel, and Jairo Olivas, I asked them what they were doing in the park when the park is closed. Roger advised that they were passing through to charge a battery of his so he could work on his vehicle the next day.
I then asked the 3 males for their identifications. Roger and Cesar gave me their information but when I asked for Jairo for his information he began to question why I stopped them. When I advised Jairo again that I was stopping them for being in the park after hours, Jairo began to walk away from me. I told Jairo to stop and then he began to question me again on why he was being asked for his information.
I then informed him that Jairo that he would be arrested if he could not provide his name and date of birth due to him being in the park after hours. Jairo then got quiet and reluctantly gave me his information. Jairo continued to complain about being stopped in the park.
Officer Oneal then arrived on scene as I began to run Jairo, Roger, and Cesar through dispatch. While waiting for dispatch to advised of the status of the 3 male subjects, Jairo became irate and started questioning why he was being detained. I then informed Jairo for a third time that he was being detained because he was in a park after hours.
Dispatch then advised that Roger had a warrant for failure to appear through Dalton PD. I then placed Roger under arrest while Officer Oneal placed Jairo under arrest. Officer Hill confirmed the warrant and delivered it to me at the WCSO jail. I searched Roger in front of my patrol car camera and placed him into my patrol car. Roger advised that he did not want to a seat belt. I then transported Roger to the WCSO jail.
Officer Oneal searched and transported Jairo. Roger and Jairo were both turned over to the WCSO booking staff. Roger was served on warrant# dmc335164 for failure to appear. Jairo was arrested on wa# 64170: – 16-11-36; loitering and prowling the warrant was removed from GCIC. This ends my involvement.
