Officer’s Narrative:

On 1.18.26 I, Ofc T. Hammontree, along with Ofc. Reyes responded to [REDACTED BY AGENCY] in reference to a domestic disturbance. Both officers arrived in the area where we parked our vehicles a short distance from the residence and began walking towards the home. As we did so, dispatch advised that the male and female, Shurah White and [VICTIM #1], were still physically fighting according to the 911 caller.
We then got into the driveway of the residence, where I observed 2 juveniles, [VICTIM #2] and [WITNESS #1], run out of the home into the driveway while screaming in hysterics.
Ofc Reyes approached the open doorway that led into the home’s kitchen where he was met by [VICTIM #1] at the door. I observed [VICTIM #1] to block the doorway and attempt to convince Ofc Reyes that there was no problem and that she was only arguing with her husband, Shurah. I noticed that [VICTIM #1] was also anxious and had been crying due to her red and puffy eyes.
Ofc. Reyes advised her that he needed to speak with Shurah where I then saw him come from around the corner of the kitchen behind [VICTIM #1]. Ofc Reyes then spoke with Shurah in the front yard area of the home while I interviewed [VICTIM #1] in the kitchen.
As I began to speak with her, [VICTIM #1]’s 2 daughters that had ran out of the residence returned and began hugging her. Once she consoled them enough where they were no longer hysterical, I asked for them to return to their bedroom for a moment so I could speak with [VICTIM #1] which they did.
Initially, [VICTIM #1] attempted to tell me that she was in her bedroom with Shurah with the door closed as they were only verbally arguing. [VICTIM #1] appeared to be downplaying the situation and I could see several markings on her face that seemed to be recent where she had been struck possibly by Shurah.
I advised [VICTIM #1] that I had known [WITNESS #1] and [VICTIM #2] for a considerable time prior to today, and would speak with them about what they witnessed. I added by asking if they would have a different story than what she was telling me which [VICTIM #1] then became more anxious as she began to realize that I was about to be told that this incident was more physical than what she was telling me.
[VICTIM #1] eventually stated that earlier in the night, she and Shurah had been consuming alcohol and her father was at the residence. She stated that she had an argument with her father who left the residence prior to 911 being called. She stated that she then wished to call her father which Shurah did not want her to do. [VICTIM #1] stated that while they were in the bedroom, Shurah was attempting to prevent her from calling her father and had held her down on the bed while on her back.
I asked [VICTIM #1] if during that time Shurah had struck her in the face due to the fact I could observe her left brow above her eye to beginning to swell along with red markings on her left cheek and lower lip. [VICTIM #1] denied Shurah striking her during the time she was being held down on the bed. She went on to say that as they were screaming at one another, [VICTIM #2] and [WITNESS #1] had came to the bedroom door and began knocking to see what was happening.
[VICTIM #1] stated that Shurah then got off of her and opened the bedroom door where the girls began yelling at him as to what was going on. [VICTIM #1] then began giving vague accounts as to what happened and continued to tell me that ‘ stuff like this never happens between them’ (her and Shurah). As my conversation with [VICTIM #1] continued, as I asked her about the abrasion I observed on her lower lip. She stated that it was due to her biting it when she gets nervous and attempted to show me where she is accustomed to biting.
I then advised her that where she was actually biting was not the same area of the suspected injury that I had observed leaving me to suspect that [VICTIM #1] was not telling the full truth that she had been struck by Shurah during the struggle. Furthermore, I observed that [VICTIM #1] had a scratch with dried blood on her left pinky finger which she advised me that she ‘may have scratched it while taking off her rings’ earlier in the night. Again, I believed this injury to have been sustained during the physical portion of the incident as she appeared to have an excuse for each suspected injury as she appeared to be attempting to prevent Shurah from getting in to trouble.
I then spoke with [VICTIM #2] and [WITNESS #1] in the hallway. They advised me that they were in their bedroom and could hear Shurah and [VICTIM #1] shouting at one another. [VICTIM #2] added that the yelling sounded like her mother was being hurt which alarmed her and prompted for her to began beating on the bedroom door where Shurah opened the door. [VICTIM #2] stated that she became concerned and told Shurah that she was calling 911 for the police. [VICTIM #2] then began telling me that her left forearm was sore where she stated Shurah grabbed her by the arm in order to take her cell phone from her hand in order to prevent her from calling 911. [VICTIM #2] stated that she then got [WITNESS #1]’s cell phone which she was able to successfully call 911 for help.
Upon inspection of [VICTIM #2]’s forearm, I could see the top to be red and irritated that was consistent with someone grabbing forcefully grabbing her. While speaking with the girls, their step-brother, [WITNESS #2], came out of the hallway bathroom. I was unaware at the time [WITNESS #2] was in this room as the light was not on prior to him opening the door which led me to suspect that he may have been hiding from the situation that had occurred prior to officers arriving.
I then asked [WITNESS #2] what he had witnessed which he stated that he could hear [VICTIM #1] and Shurah yelling in the closed bedroom. He also stated that he could hear [VICTIM #1] screaming where it heard to him that ‘she was getting hurt’ which caused [VICTIM #2] to start hitting the door. [WITNESS #2] then stated that he observed Shurah take [VICTIM #2]’s cell phone from her so could not call 911 by grabbing her by the arm.
While on scene, ofc. Locke had arrived and was able to photograph [VICTIM #2]’s arm. He also attempted to photograph injuries observed on [VICTIM #1], however she refused and would cover her face and turn away from him when he did so while continuing to say she ‘did no consent to being photographed’. I did the best I could during my interviews with her to capture any evidence of her injuries with my body worn camera while on scene.
I later spoke with ofc. Reyes who had interviewed Shurah. Ofc Reyes advised me that Shurah and [VICTIM #1] had been drinking earlier in the night where she had been arguing with her father. Shurah then stated that [VICTIM #1] was attempting to call her father which he admitted to holding her down on the bed so she could not contact him.
Ofc Reyes stated that he asked if at this point the incident escalated where he may have struck [VICTIM #1] which he denied, however Ofc Reyes stated he observed scratch marks on Shurah’s arms that were consistent with her attempting to get free from his grasp. Shurah then told Ofc Reyes that during the struggle, [VICTIM #2] began beating on the bedroom door where he opened it and began to argue with her. Shurah then admitted to taking the cell phone from [VICTIM #2] once she stated she was going to call 911 for help.
Based on the physical and testimonial evidence discovered during officer interviews, I determined Shurah to be the primary physical aggressor where he was placed under arrest. Shurah was placed in handcuffs by Ofc. Locke and searched due to incident of arrest. Ofc. Locke then assisted by transporting Shurah to the Whitfield County Jail where he was turned over to the booking staff without incident. While at the jail, Ofc. Locke was advised by Shurah that he was a United States citizen.
While Shurah was being transported, I returned to [VICTIM #1] and provided her with the case number along with a victims bill of rights form.
I then followed up at the jail where I completed warrantless arrest#71051 where Shurah was booked on the following charges:
OCGA 16-10-24.3 Interfering with a 911 call
OCGA 16-5-23.1 Battery-Fva
OCGA 16-5-41 False imprisonment
It should be noted that both [VICTIM #1] and Shurah had stated to officers that they have resided together for approximately 7 years prior to this incident.
