[NARRATIVE #1 on May 25, 2026]
On 05/25/2026, Deputy Warren responded to E Walnut Ave at E Morris St to assist Lt. Rann on a traffic stop. Lt. Rann had stopped a black Lexus passenger car (TN Tag: [REDACTED]) for failing to maintain lane.
Deputy Warren arrived on scene alongside Deputies Cole and Goresh. Deputy Warren then met with Lt. Rann. Lt. Rann advised that he had detected the odor of alcohol and marijuana within the vehicle. He further advised that he had observed several signs of impairment from the driver of the vehicle, Stefan Barron.
Deputy Warren then approached Barron and had him exit the vehicle. Barron (17-years-old), stated that he had consumed 1 alcoholic beverage earlier in the night. Upon contact with Barron, Deputy Warren observed that Barron’s eyes were glossy and bloodshot. Barron constantly swayed when he stood and slurred when he spoke.
Deputy Warren then asked Barron if he would participate in field sobriety testing. Barron stated that he would. Deputy Warren then began conducting field sobriety testing.
The first test administered was the Horizontal Gaze Nystagmus test. Barron stated that he understood all of the requirements and directives of the test prior to testing. This test yielded the following results:
Lack of smooth pursuit present in both eyes.
Distinct and sustained nystagmus at maximum deviation present in both eyes.

Deputy Warren then administered the 9 Step Walk and Turn test. Barron stated that he understood the directives and requirements of the test prior testing. This test yielded the following results:
Unable to balance during instructional phase.
Stepped off-line.
Unable to maintain heel-to-toe steps.
Began walking before instructed to do so.
Incorrect number of steps.
Improper turn.

Deputy Warren then administered the One Leg Stand Test. Barron stated that he understood the directives and requirements of the test prior to testing. This test yielded the following results:
Swaying.
Put foot down.

Barron then provided a breath sample on a portable breathalyzer test. This sample yielded a BrAC of 0.111, indicating a positive presence of alcohol in Barron’s breath. Deputy Warren then placed Barron into handcuffs and under arrest for DUI. During a search of Barron’s person, a container of nicotine pouches was located in his pocket. This item was seized. It was also discovered that Barron was unlicensed.
Deputy Warren then read the State of Georgia’s Implied Consent Notice for drivers under 21 to Barron. Barron refused a test of his blood.
Joseph Gregg, the front passenger within the vehicle, was then removed from the vehicle in order to perform a probable cause search. Gregg exited the vehicle and began stumbling, and eventually vomited. Gregg’s speech was heavily slurred and he smelled strongly of alcoholic beverage. Being 18-years-old, Gregg was then placed under arrest for underage consumption. A container of nicotine pouches was also located on his person and seized.
Deputies then searched the Lexus. This search yielded numerous empty, yet cold beer cans in the trunk of the vehicle. A THC vape was also located in the back seat of the Lexus. The vape was then seized.
Deputy Warren then transported Barron to WCSO while Deputy Cole transported Gregg to WCSO. While on scene, Gregg provided a breath sample in booking. This sample yielded a BrAC of 0.184. Deputy Warren then cited Gregg and Barron accordingly:

Gabriel Morton, a backseat passenger within the Lexus was given a courtesy ride to WCSO by Deputy Goresh. Juvenile 1, another passenger, was turned over to [REDACTED]. The Lexus was towed by Bob’s Wrecker Service.
All seized items were entered into P&E to be destroyed.

[NARRATIVE #2 on May 25, 2026]
Lt. Rann reports that on 05/25/26 at approximately 0139 hours, Lt. Rann was notified by Deputy Ochoa that a vehicle, a black Lexus TN tag [REDACTED], was failing to maintain its lane of travel as well as fluctuating speed traveling west on E. Walnut Avenue in the area of Martin Luther King Blvd. Lt. Rann was able to get behind the vehicle about E. Welcome Hill Drive.
Lt. Rann observed the vehicle swerving within its lane of travel (coasting between the lines for the travel lane). Lt. Rann then observed the vehicle fail to maintain its lane as it took up two lanes when the highway widened in front of Walmart. Lt. Rann notified dispatch of a traffic stop on the vehicle and initiated his emergency lights.
Lt. Rann observed the vehicle seemingly pick up speed in the turning lane to turn onto Morris Street. The vehicle then made an evasive manuever back towards the outside travel lane of E. Walnut Avenue and continued past Morris Street. The vehicle then stopped in the turning lane to enter the old pharmacy parking lot and Subway. Lt. Rann noticed a lot of movement inside the vehicle prior to stopping and requested another unit.
Lt. Rann approached the vehicle and made contact with the driver and three occupants. Lt. Rann spoke with the driver, Stefan Barron. Lt. Rann introduced himself and explained the reason for the stop. Lt. Rann asked Barron for his driver’s license. Barron advised that he didn’t have it on him but did have a permit.
Lt. Rann asked Barron if he had drank anything or taken any substances. Baron advised no. Lt. Rann obtained the other occupants information (front seat passenger-Joseph Gregg (noticibly intoxicated), Juvenile 1-rear passenger side, and Gabriel Morton-rear driver side). Lt. Rann could smell the distinct odor of alcoholic beverage emitting from the vehicle as well as the odor of Marijuana. Deputies K. Warren, Goresh, and Cole arrived on the scene to assist.
Lt. Rann returned to his patrol vehicle to run the occupants’ information. Deputy Warren advised Lt. Rann that he could also smell the same things coming from the vehicle. Deputy Warren took over the stop at this time and got Barron out of the vehicle to attempt field sobriety testing. Lt. Rann and Deputy Cole got the remaining occupants out of the vehicle and Lt. Rann began searching the vehicle on Barron’s consent. Lt. Rann did not find any notable items during the search.
Ultimately, Deputy Warren made the decision to arrest Barron for DUI and Gregg for Underage Consumption. Deputy Goresh gave Morton a ride to the jail to await a ride. List wrecker, Bob’s, was requested to pick up the vehicle. Lt. Rann stood by with Juvenile 1 until her mother could arrive to pick her up.
Deputy Warren transported Barron to the jail while Deputy Cole transported Gregg to the jail. Juvenile 1’s mother, [REDACTED], arrived a short time later and Juvenile 1 was released to her. Bob’s arrived a short time later. Lt. Rann conducted an inventory on the vehicle for Deputy Warren. Lt. Rann cleared the call without further incident.

[NARRATIVE #3 on May 25, 2026]
Deputy Goresh responded to assist Lt. Rann and Deputy Warren on the traffic stop. Deputy Goresh assisted on scene with investigation and scene control.
After driver’s arrest, Deputy Goresh transported Mr. Gabriel Morton to the Whitfield County Jail to help get a ride. Mr. [REDACTED] (TN #[REDACTED]) arrived on scene and gave Mr. Morton a ride by car.
