On this day 08/24/25 I Officer G. Castillo had been assigned to working the Dalton Grand Prix Bicycle Race. I was stationed at the intersection of Crawford & Pentz to monitor traffic and help any bystanders that needed assistance.

While monitoring the race, I observed Steven Nicolson walking in the parking spots while recording with his phone and getting concerningly close to the road way as the bicyclists raced passed him. I then asked Steven to get on the side walk as him being in the parking spot was also the road way. Georgia state statue states where a side walk provided it shall be unlawful for a pedestrian to stand or stride along the road way.

Steven then approached me and began to argue that it wasn’t an issue. Steven then walked over to my patrol vehicle and stated in a loud boisterous manner “number 44 the dirty wh*re!”. Steven then walked away for a few minutes then returned “you keep saying my name like a dumb fu*k”. Steven went on for several minutes saying sexual implications that he was sleeping with my wife. Steven stated “I bet your wife aint too happy I know when your wife is happy is when eagle nick comes over.” Steve then stated “he’s a greedy man he won’t share his wife but you share that girlfriend”

These statements were without provocation and with there utterance are a breach of the peace. These are commonly known as “fighting words”.

[REDACTED] and [REDACTED] were Grand Prix attendees who began to gather and while I spoke to them Steven continuously was screaming in a loud and boisterous manner “officer sh*t h*e” multiple times. Steven then stated “Id rather be a hill billy then a pig face ignorant piece of sh*t police officer”

Steven then stated to me that “he’s not even auditing anymore hes just talking cr*p.”

Steven stood around for severeal minutes and eventually left.

Upon further review of this incident I will be applying for warrants for Steven Nicolson for 16-11-39 Disorderly Conduct.
