On 02/07/2026, I, Officer Sosa, responded to [REDACTED BY AGENCY] in reference to a possible domestic disturbance involving knives.
Upon arrival, I located a white female later identified as Taylor Gail Guinn standing at the front door of [500 BLOCK] Redbird Dr. Guinn was speaking on a cell phone. I identified myself as Officer Sosa and asked Guinn if she was the person who called the police. Guinn stated that I was “not real” and that she did not believe I was a police officer.
I attempted to reassure Guinn that I was a uniformed law enforcement officer and that I was there to investigate a reported domestic disturbance involving weapons. Guinn continued to refuse to acknowledge my authority and failed to cooperate with my attempts to determine whether anyone inside the apartment was in immediate danger.
Guinn then made statements that “the other Gail” was inside the apartment and that “the other four of my personalities” were also inside the apartment with her. Guinn appeared confused and was unable to provide coherent or consistent information regarding the incident.
Due to the nature of the call and Guinn’s statements, I attempted to continue my investigation by asking clarifying questions regarding the alleged involvement of knives and the identities of any persons inside the apartment. Guinn would change the subject, interrupt my questioning, and failed to provide relevant information, which delayed and obstructed my ability to determine whether a crime had occurred or if any individuals required immediate assistance.
After continued contact, I was able to determine that Guinn had recently been released from jail and was currently homeless. Guinn advised that she did not live at the apartment and did not have permission to be on the property.
During further investigation, Guinn stated that an unknown person inside the apartment had held her against her will with a knife and that she had escaped. However, Guinn was unable to provide a time frame, date, or description of the alleged suspect. When I attempted to obtain additional information necessary to investigate these serious allegations, Guinn failed to answer direct questions and provided inconsistent and irrelevant responses, further hindering and obstructing my investigation.
Guinn then became verbally agitated and began yelling loudly while directing racial slurs toward me and toward the residents of the apartment. Guinn made statements including, but not limited to, “n*ggers” and “dirty a*s n*ggers.” Guinn’s continued yelling and use of racial slurs caused a disturbance within the apartment complex.
Guinn also directed derogatory statements toward me based on my hispanic ethnicity. Guinn stated, “your and illigal,” and advised that I should be deported. Guinn further stated, “this is my land go back across the boader were you belong.”
The property owner advised Guinn to leave the property. Guinn refused. I issued multiple clear and lawful verbal commands for Guinn to leave the property, as she did not reside there and did not have permission to remain. Guinn willfully refused to comply with these commands and continued yelling, using racial slurs, and making derogatory statements.
Guinn then stated that she would begin breaking windows if she was not allowed inside the apartment. Guinn’s continued verbal disturbance, threats of property damage, and refusal to comply with lawful commands required me to divert my attention from the original investigation and focus on de-escalating Guinn’s behavior and maintaining order at the scene.
Guinn’s willful refusal to follow lawful commands, continued use of racial slurs, derogatory statements toward me, and failure to provide necessary information directly hindered and obstructed my duties as a law enforcement officer by preventing me from effectively investigating the reported domestic disturbance and ensuring the safety of all involved parties.
Due to Guinn’s continued disorderly conduct, threats of property damage, refusal to leave private property, and obstruction of my investigation, probable cause was established to place Guinn under arrest for disorderly conduct and obstruction of a law enforcement officer.
Guinn was taken into custody and searched incident to arrest. No contraband was located. Guinn was placed in the back seat of my patrol vehicle and secured with a seatbelt. My patrol vehicle was searched prior to transport.
Guinn was transported to the Whitfield County Jail without incident. Upon arrival, my weapon was properly secured prior to entering the facility. Guinn was transferred into the custody of the booking staff, along with all of her personal property.
Guinn was served with warrant number W26-232 for the following charges under OCGA:
OCGA 16-11-39 disorderly conduct
OCGA 16-10-24 obstruction of officer
