On December 18th, 2024 at 2238 hours, I was dispatched to 204 E Felton RD SE, Building 400, Cartersville, Georgia 30121 in reference to a suspicious person.

Upon my arrival I made contact with [WITNESS #1]. [WITNESS #1] stated she was attempting to leave her residence when she noticed a male lying on the side walk, on the pine straw passed out. [WITNESS #1] stated she tried helping him but he would not cooperate and was verbally aggressive by using profanity to her and other bystanders.

I observed a black male, on the side walk lying on pine straw. The male was exhibiting slurred speech, glossy eyes, unsteady gait, urinary incontinent and a strong odor of an alcoholic beverage coming from his person.

I made contact with the male who was identified as Jonathan Banks. Jonathan stated he had been drinking. I asked Jonathan if he needed any medical attention to which he refused to. I asked Jonathan where he lived to which he replied having a room here but refused to give me the room number. Jonathan continued to use profane language throughout my interaction.

Jonathan was unable to physically care for himself due to the level of intoxication. Jonathan no longer wanted to cooperate with law enforcement.

Jonathan was placed under arrest for Disorderly conduct and placed in the rear seat of my patrol car. Jonathan was Cited for disorderly conduct, and then transported to the jail and turned over to jail staff without incident.
