At 8:25am, I was dispatched to 300 East Hancock Street (old Huddle House) in reference to a black male dropping his pants and urinating on the sidewalk.
Upon my arrival to the area, I observed male subject, Jay Scott. at the intersection of East Hancock Street and North Elbert Street. Jay was crossing over North Elbert Street heading westbound. I pulled into the public parking on East Hancock Street as Jay approached. As Jay got close, a white in color truck pulled up and a male exited the driver’s side. I advised the male, later identified as [WITNESS #1]; to get back into his vehicle and I would speak to him in a minute.
Jay walked up to me and I explained to him why I was there and Jay started apologizing, stating he had to pee really bad and just went. I then had him to sit in the back passenger my vehicle while I spoke to [WITNESS #1]. [WITNESS #1] stated he witnessed Jay just drop his pants and start urinating on the sidewalk. He stated if Jay had of went behind a bush or even attempted to, he wouldn’t have called. I got his information and he left. I then spoke with Lieutenant Allen and explained to him what I had and advised him I was going to charge Jay with Disorderly Conduct to which he agreed.
At that time, I advised Jay he was under arrest. I transported Jay to BCLEC for processing. A citation for Disorderly Conduct (65-2) city ordinance was issued to Jay Scott.
