[NARRATIVE #1 on August 03, 2025]

On 08/03/2025 at approximately 1157 hours, I was dispatched to [300 BLOCK] West Martin Luther King Jr Street, in reference to an animal call.

Upon my arrival, I observed 2 malnourished dogs, one light brown and one dark brown, in the back of the residence. Animal control was notified and stated they will respond to the location on 08/04/2024. I knocked on the door, but the homeowner was not home.

No charges will be filed at this time. Charges will be pursued based on Animal Control’s findings.

[NARRATIVE #2 on August 03, 2025]

On August 3rd, 2025, around 6:20pm, Major Boyer arrived at [300 BLOCK] West Martin Luther King Jr Drive to attempt to make contact with the owner of two dogs in the backyard.

Upon my arrival, Major Boyer advised he had spoken to a Charles Ward who advised the dogs had just run out of food and he was getting some soon. Ward also advised the dogs belonged to his daughter. Major Boyer stated the brown and white Pitbull was beside the fence and was covered in ants. I observed brown and white dog and could still see ants crawling on her skin. The dog appeared to have not eaten in several weeks due to her appearance and her ribs and hips protruding severely from under her skin. The brown Pitbull also appeared to be anemic. There was also a grey Pitbull chained up in the backyard which also appeared to not have eaten in several weeks due to his appearance. There was no clean water in reach for the grey Pitbull as well.

I made contact with Ward who stated said daughter was not his and referred me to Kimberly Hamilton. I spoke with Hamilton who stated the grey Pitbull belonged to her daughter who left it when she moved out. I asked when did her daughter move out and she stated a year ago. I asked who the brown Pitbull belonged to, she stated she did not want to say it was hers, but her husband (Ward) had gotten the dog for them. Hamilton went on to state that the dog was a family dog.

Animal Control arrived and began inspecting the dogs. Animal Control confirmed the brown Pitbull was anemic due to the amount of flees and not eating. Animal Control took possession of the dogs and loaded them up in their vehicle. once the dogs were loaded up, the brown Pitbull used the restroom, and her feces appeared to consist of leaves and twigs.

Due to state of both dogs and both Ward and Hamilton having possession and control of them, they were both placed under arrest. Warrants will be issued for both subjects for two counts of Animal Cruelty.
