I was dispatched to the Sheriff’s Office in reference to a juvenile case.

Upon my arrival, I made contact with [WITNESS #1] and [REDACTED BY AGENCY]. [WITNESS #1] stated [REDACTED BY AGENCY] had gotten into trouble at school on 04/19/2024 for taking another child’s key chains from a book bag. [WITNESS #1] stated the incident was resolved at the school and they went home.

[WITNESS #1] stated she told her husband, Laymon Jackson, about the incident, and was going to let Laymon talk to [REDACTED BY AGENCY]. [WITNESS #1] stated she realized Laymon and [REDACTED BY AGENCY] left the residence and later found out that they had gone to another property at [300 BLOCK] Horace Veal Road. [WITNESS #1] stated that after Laymon and [REDACTED BY AGENCY] arrived back at [100 BLOCK] Myrick Road, she was told Laymon whipped [REDACTED BY AGENCY] as a punishment for the incident at [REDACTED BY AGENCY].

[WITNESS #1] stated that she asked [REDACTED BY AGENCY] to show her where he had been whipped. [WITNESS #1] stated that she saw marks on [REDACTED BY AGENCY]’s left hip and both buttocks. [WITNESS #1] stated she confronted Laymon and told him he went too far, and that he should not have hit [REDACTED BY AGENCY] that hard. [WITNESS #1] stated Laymon replied that [REDACTED BY AGENCY] needed to have been whipped with the belt. [WITNESS #1] stated that Laymon also stated that if he needed to go to jail, to possibly stop [REDACTED BY AGENCY] from growing up and gong to jail in the future, he would.

[WITNESS #1] stated she took photographs of [REDACTED BY AGENCY]’s bruises and came to the Sheriff’s Office to report this incident. I called Sergeant Robinson to the office, and Sergeant Robinson was advised of the incident. [WITNESS #1] showed myself and Sergeant Robinson the photos of [REDACTED BY AGENCY]’s bruises. Sergeant Robinson and I listened to a recording of when [WITNESS #1] confronting Laymon. We heard Laymon state that he did whip [REDACTED BY AGENCY], and if he had to go to jail he would. Sergeant Robinson and I both observed [REDACTED BY AGENCY]’s injuries.

On 04/21/2024 at 0038 hours, Sergeant Robinson and I went to [100 BLOCK] Myrick Road in an attempt to make contact with Laymon Jackson. Contact was made with Laymon in the driveway of the residence. Laymon stated he did whip [REDACTED BY AGENCY] with a belt, and that it was because of the incident that happened at [REDACTED BY AGENCY]. Laymon stated [REDACTED BY AGENCY] has stolen items from [REDACTED BY AGENCY] before, and he needed to learn a lesson. Laymon stated [REDACTED BY AGENCY] needed “to feel it.” Laymon was arrested and placed in the back of my patrol vehicle. Laymon was transported to the jail and turned over to Jail staff without incident.

Contact was made with Mrs. [REDACTED] through the DFCS Reporting 800-number, and they were notified of the case.

I have secured a warrant for Cruelty to Children First Degree.
