On 02/20/2023 at approximately 2227 hours, I was dispatched to [200 BLOCK] North Irwin Street, where I met with the complainant, [VICTIM #1], in reference to an incident that occurred.
[VICTIM #1] advised he and his wife, Melissa Lisvey, were in a verbal altercation that turned physical. [VICTIM #1] advised Lisvey was intoxicated and upset that she could not find one of her phones. [VICTIM #1] stated Lisvey began yelling at him and his brother, [WITNESS #1]. [VICTIM #1] stated Lisvey hit him in the head out of anger, then placed her hands around his neck. [VICTIM #1] stated he was not choked. [VICTIM #1] stated this led to him pushing Lisvey off of him forcefully, but never physically hit Lisvey. [VICTIM #1] further stated [WITNESS #1] attempted calling the authorities, and Lisvey took his phone before he would be able to. [VICTIM #1] stated he did not want to press charges but wanted her gone from the premises.
[WITNESS #1] stated he saw Lisvey hit [VICTIM #1] in the head, then grabbed his throat. [WITNESS #1] stated he attempted to call emergency services, when Lisvey took his phone and left. [WITNESS #1] did not want to press charges.
[WITNESS #2], [VICTIM #1] and [WITNESS #1]’ mother, was at the location and did not say much. She did say she saw Lisvey “choking” her son.
I noticed a small red mark on [VICTIM #1]’s neck, that he said was not there before tonight. [VICTIM #1] was advised that I would be pressing charges against Lisvey. Lisvey was placed into double locking handcuffs per Milledgeville Police Department policy and placed in the back of my patrol vehicle. Lisvey was then transported to the Baldwin County Jail without incident. [VICTIM #1] was advised due to his recent marriage to Lisvey, we could not remove her from their home.
