On 03/27/2024 at approximately 1248 hours, I met with [VICTIM #1] at [2300 BLOCK] Anthony Way Apt [REDACTED], in reference to an altercation with her granddaughter, Shaniyah Spencer.
While speaking with [VICTIM #1], I witnessed Spencer chasing her sister, [VICTIM #2] (10yoa), out of the apartment into the yard while using vulgar language, yelling, and cussing at her. I stepped between Spencer and [VICTIM #2] and placed Spencer into handcuffs behind her back, double locking them per department policy. I informed Spencer that she was being detained and escorted her to my patrol car.
Sgt Tommy Puerto and Sgt Thomas Smith arrived to assist.
I asked Spencer to lean against the front fender of my patrol vehicle and attempted to ask her what was going on. Spencer continued to be angry, yelling and cussing as [VICTIM #2] and [VICTIM #1] were on the front porch. As Spencer continued yelling, I noticed several neighbors were walking out of their houses and looking to see what was happening. Spencer could not calm down and continued to use profanity and vulgar language. Between the profanity, Spencer was able to state she became angry with [VICTIM #1] and her boyfriend due to not being able to locate the car keys.
I went to speak with [VICTIM #1] who’s story matched Spencer’s. [VICTIM #1] advised Spencer, who does not live at the residence, loses her temper on a normal occasion and she just wanted her to leave the house. I advised [VICTIM #1] that Spencer was going to be placed under arrest for Disorderly Conduct.
I returned to my patrol car and placed Spencer into the back seat of my patrol car and advised her she was under arrest. I issued Spencer a Disorderly Conduct citation and transported her to the Baldwin County Law Enforcement Center and turned her over to the jail staff.
