On April 19, 2023, at approximately 1628, I responded to the area of North Columbia Street and Marshal Road in reference to a possible accident involving two vehicles.

Upon arrival I made contact with the driver of vehicle 2, [VICTIM #1]. [VICTIM #1] stated she was in the center turn lane facing south bound on N Columbia St, when the driver of vehicle 1 swerved onto her lane striking her vehicle in the front left fender area.

Contact was made with driver of vehicle 1 in the wood line area, Thomas Michael Tarrer. Tarrer vehicle was noted to have caused damage to the fence of Georgia College Andalusia area. Upon making contact with Tarrer, a strong odor of alcoholic beverage was noted protruding from his persons. Tarrer stated he was traveling north on N Columbia St when he accidentally swerved into the center turn lane and collided with vehicle 2. Officer Borders was notified to assist in performing field sobriety.

Officer Borders arrived on-scene and attempted to perform field sobriety on Tarrer which was refused. Tarrer was read implied consent notice for suspects age 21 or over to which he refused breath and was arrested for OCGA 40-6-48 Failure to Maintain Lane and OCGA 40-6-391 D.U.I. Tarrer was transported to the BCLEC without incident. Reference accident report for approximate locating of accident.
