[NARRATIVE #1 on October 30, 2023]
On 10/30/2023 at approximately 0201 hours I was dispatched to [200 BLOCK] Tate Terrace in reference to a possible domestic issue.
Upon my arrival I made contact with [VICTIM #1]. [VICTIM #1] stated that nothing had occurred and her and her ex-live-in boyfriend Victor Ochoa had gotten into a verbal altercation. [VICTIM #1] stated Ochoa then left the area when she refused to argue with him. While speaking with [VICTIM #1] a female later identified as [WITNESS #1] stated, “you need to tell the truth”.
[VICTIM #1] stated while at her residence V. Ochoa arrived at the location. [VICTIM #1] stated V. Ochoa then went to the back door and came inside the residence as she was attempting to lock him out. [VICTIM #1] stated V. Ochoa began arguing with her about gathering “everything he paid for”. [VICTIM #1] stated V. Ochoa then reached and pulled a kitchen knife out of a butcher block. [VICTIM #1] stated Ochoa raised the knife above his head with the blade pointed at her. When I asked [VICTIM #1] what she believed he intended to do, she stated “I don’t know he is very unpredictable”. [VICTIM #1] stated V. Ochoa was on facetime with a female she only knew to be “[REDACTED]’s mom” [VICTIM #1] stated at one point, V. Ochoa punched her TV several times causing it to break. [VICTIM #1] stated V. Ochoa threw his phone breaking a light fixture.
[VICTIM #1] stated after punching the TV, V. Ochoa sustained a cut to his wrist. [VICTIM #1] also stated the injury to V. Ochoa could have come from the kitchen knife.
While speaking to [VICTIM #1], other officers were able to locate V. Ochoa sitting in his vehicle at Walter B Willaims park.
I walked the property with [VICTIM #1] and was able to observe small drops of blood going through the house. I also observed the butcher block of kitchen knives in a fire pit outside. [VICTIM #1] stated V. Ochoa also damaged a propane grill and outdoor TV that he had paid for. All damaged property was photographed.
After gathering pictures, I made contact [WITNESS #1] who stated she called V. Ochoa because she had a bad feeling. She stated V. Ochoa asked to hangout at her house. She stated she attempted to go pick up V. Ochoa but when she arrived she saw the drops of blood and the broken TV. She stated V. Ochoa was extremely angry and she was unable to calm him down. She also stated V. Ochoa was under the influence of cocaine and was “dangerous”.
[VICTIM #1] was given a victim’s bill of rights. Both [VICTIM #1] and [WITNESS #1] provided written statements.
V. Ochoa was placed under arrest for Aggravated Assault and Criminal Damage to property.

[NARRATIVE #2 on October 30, 2023]
On October 30th, 2023, at approximately 0201 hours, I responded to [200 BLOCK] Tate Terr to assist Officer Schneider with a possible domestic problem.
While responding to the incident location, Officer Schneider advised me that the possible offender, Victor Ochoa was driving a white in color Ford Bronco heading northbound on North Jefferson Street. A Flock Safety search was conducted and a vehicle matching the above description hit westbound at Dunlap Road and Reeves Circle (GA plate: [REDACTED]). Milledgeville PD Dispatch then ran the above license plate in which the registered owner came back to the offender.
Further into the investigation, Officer Schneider then informed me that Ochoa was at Walter B. Williams, Georgia Highway 22. Baldwin County Sheriff’s Office Deputy Benjamin Johnson and I was able to locate Ochoa parked. Deputy Johnson and I deployed our department-issued service pistols where Deputy Johnson gave verbal commands. I then placed Ochoa under arrest in my handcuffs and escorted him to the rear of my patrol vehicle.
As I was performing a search incident to arrest, I noticed Ochoa had dried blood on both of his hands. I then read Ochoa his Miranda warning in which he agreed to speak. When asked, Ochoa stated he went over to his girlfriend residence (incident location) to get away from his mother. Ochoa stated his mother then came over to his girlfriend’s house and she was intoxicated. Ochoa stated he wanted to get away from his mother because she was upset but couldn’t state why. When asked, Ochoa stated he broke a flower pot at his girlfriend’s house.
He was transported to the Baldwin County LEC without further incident and charged with aggravated assault (FV) and criminal damage to property 2nd (FV).
The case was turned over to Officer Schneider.
