[NARRATIVE #1 on June 22, 2026]

On 06/22/2026, I, Deputy Lunsford at approximately 00:56 was conducting proactive traffic enforcement on Interstate 85 SB and conducted a traffic stop. An arrest was made.

While Deputy Lunsford was running speed with the laser (Dragoneye Serial #16943 checked at 17:46 06/21/2026) he noticed a vehicle traveling at a higher rate of speed than other vehicles and passing them. Deputy Lunsford visually estimated the vehicle was traveling at 90 MPH. Deputy Lunsford then used the laser to confirm his visual estimate and the vehicle was traveling at 92 MPH. Deputy Lunsford then waited for the vehicle to pass and could see it was a black in color SUV. Deputy Lunsford then activated his emergency equipment and conducted a traffic stop on the vehicle at mile maker 154.

On scene Deputy Lunsford approached the vehicle and met with the driver (Eunice Reed) and informed her that the reason for the stop was due to her going 92 MPH in a 70 MPH zone. Deputy Lunsford then asked the driver if there was any reason she was driving so fast. She stated she was trying to get home. While Deputy Lunsford was talking to the driver, he could smell the odor of Marijuana coming from the vehicle. He also noticed smoke coming from the vehicle. When Deputy Lunsford asked what the smoke was the driver stated she had stopped. Deputy Lunsford then asked the driver what she stopped to do and she could not give Deputy Lunsford an answer she just grabbed a Wendy’s Bag then put her hands in the air. This is when Deputy Lunsford asked for her driver’s license which she provided.

Deputy Lunsford then went back to his vehicle and ran the vehicle tag and the driver’s license number. Deputy Lunsford then reapproached the vehicle and met with the driver again. Deputy Lunsford then asked the driver to step out of the vehicle. Once outside of the vehicle Deputy Lunsford asked Dispatch to start a second unit to assist with the traffic stop. While waiting for additional units to arrive, Deputy Lunsford asked the driver when the last time she smoked, and she stated 2 hours ago Deputy Lunsford also asked how often the driver smokes marijuana and she stated not often. Deputy Lunsford then asked the driver again if there was any marijuana in the vehicle and she stated no. Deputy Lunsford then asked if he could search the vehicle and she stated yes. The driver also made the comment to Deputy Lunsford that she was just celebrating the weekend.

Once Cpl Craymer arrived on scene Deputy Lunsford informed him that the driver admitted to smoking marijuana 2 hours before driving. Deputy Lunsford asked CPL Craymer if he could perform SFST to make sure the driver was good to drive. While CPL Craymer was conducting SFST Deputy Lunsford searched the vehicle. During the search Deputy Lunford located a grinder with marijuana residue inside of it. Deputy Lunsford also located a small mason jar inside the bag with marijuana residue inside.

Once CPL Craymer was finished conducting SFST Deputy Lunsford and CPL Craymer met to determine the evidence gathered. Due to the drivers’ speed along with the admission to smoking before driving. Coupled with the findings CPL Craymer SFST’s deputies determined there was enough probable cause to make an arrest.

Deputy Lunsford then placed the driver into handcuffs, checked for fit, and doubled locked them. The driver was handcuffed in the front due to and preexisting injury. Deputy Lunsford then read driver implied consent for drivers over 21 and she agreed to the state administered test of her blood. The driver was placed into the rear of Deputy Lunsford patrol vehicle and seat belted in. Deputy Lunsford transported the driver to Habersham Medical Center where [REDACTED] conducted the blood draw. Deputy Lunsford then transported the driver to the Banks County Jail without incident, and she was handed over to jail staff.

Deputy Lunsford completed a property receipt for the GBI Blood Test Kit. The GBI Blood Test Kit and the property receipt were placed into evidence locker number 15 to be sent off for further testing. The hospital also provided a copy of their paperwork from the blood draw, and it was placed into original documents.

CPL Craymer stayed with the vehicle and completed a tow log. Curts towing responded and took possession of the vehicle.

The driver received two citations. One for Speeding and the other for DUI.

[NARRATIVE #2 on June 22, 2026]

On June 22, 2026, at approximately 01:01, I, Deputy Craymer, I-85 Sb mm 154 to assist Deputy Lunsford. The driver had admitted to smoking marijuana 2 hours ago and he requested me to conduct field sobriety to determine if she was impaired. I ask the driver, Eunice Reed, to confirm that she had smoked recently and she told me it was 2 hours ago. I asked on a scale of 1-10 (1 being sober/normal and 10 being extremely impaired or high) how impaired/high she was. She stated that she felt like a 3. I then began to conduct standardized field sobriety tests. I positioned Reed for HGN, explained the instructs, and asked all of the required medical questions. I noticed she was wearing glasses and asked why. She told me she couldn’t see far away without it being blurry. I asked her to remove her glasses for the tests. When looking for nystagmus, I got 0 out of 6 clues.

I then had Reed move to the front of her vehicle to allow us more space for the walk and turn evaluation. I positioned Reed in the starting position and instructed her not to begin until I told her to do so. I asked if Reed had any medical issues that would keep her from completing the test and she told me no. She informed me that she had horrible balance. While explaining the instructions, Reed began to walk and left the starting position. I stopped her and told her once again to not move until I told her to do so and continued to explain the testing. Once she began, she failed to walk heal to toe on the majority of her steps, she stepped off the line to regain her balance, she did a 360 before turning around to walk back, and she took 10 steps on the walk back instead of 9. This provided me with a total of 6 out of 8 clues.

I then positioned Reed for the one leg stand and provided her with the instructions. Reed had to put her foot down multiple times during the 30 second period to regain her balance along with raising her arms away from her side. I allowed her to retake this test with her shoes off and the results were the same. She stopped half way through the test and did not continue. This gave me a total of 2 out of 4 clues. Based on the admission of smoking marijuana 2 hours ago, the admission of being impaired, and based on the findings of SFSTs, she was arrested for DUI.

This concludes my portion of the investigation.
