[NARRATIVE #1 on March 27, 2026]
On March 27, 2026, I was dispatched to Northeast Georgia Medical Center Barrow regarding to an agency assist. I responded (code 1). When I arrived on scene, I made contact with EMS personnel [WITNESS #1] and [REDACTED] that advised me of the ongoing situation.
[WITNESS #1] stated that that they were called out to [400 BLOCK] Pendergrass Rd, Winder, Ga. 30680 to take [VICTIM #1] to Northeast Georgia Medical Center Barrow hospital. They stated that when they got there Mrs. [VICTIM #1] was in terrible condition. [WITNESS #1] stated that [VICTIM #1] was at Athens Regional Medical Center getting treatment for a wound on her shoulder and back on February 26, 2026. She was later discharged and sent back home in the care of her great-granddaughter Abigail Stewart.
[WITNESS #1] stated that since then [VICTIM #1] has only been given two medications that she was to be given every day out of the eight that she needed. [WITNESS #1] explained that when they arrived at the residence, [VICTIM #1] was wrapped in a medical transportation tarp. He stated that when medical staff at the hospital began to take the tarp off the back of [VICTIM #1] it began to peal and tear her skin off.
Medical staff on duty stated that the only way the tarp would rip the skin off was for them not to be moved for a very long time. They also stated that from the time [VICTIM #1] was discharged from Athens the wounds have not been treated at all from what they could tell. The nurse taking care of [VICTIM #1] then began to show me pictures of what the wound looked like when she was treated in Athens to now. She stated that the wounds sustained indicated that [VICTIM #1] was just lying in bed and allowed to rot. [REDACTED BY AGENCY]
She also showed a picture that had a bandage that she stated appeared to be one from when she was in the hospital and never been changed. The nurse stated that the wound on [VICTIM #1] indicated that she had been laying in her own excrement and had not been properly cared for. [REDACTED BY AGENCY]
I contacted Sgt. Bazinet and explained the situation to him. I then contacted the on-call CID Investigator, Investigator Crowe, and advised him of the situation. Investigator Crowe arrived on scene shortly after and took over the investigation.

[NARRATIVE #2 on April 08, 2026]
On April 8, 2026, at 2259 hours, I attempted to execute a warrant at [3700 BLOCK] Bold Springs Rd. NW. With assistance of the Walton County Sheriff’s Office. The warrant was for James Knight for possession of cocaine. Walton County identified James Knight, and Sergeant Ferguson placed him in handcuffs.
I then escorted him to my patrol car, and Knight was searched incident to arrest. He was then secured in the back of my patrol car with a seatbelt. Knight was transported to Barrow County Detention Center and turned over to jail staff without further incident. The back of my patrol car was searched before and after transporting, and no contraband was found.

[NARRATIVE #3 on April 08, 2026]
On this date, April 08, 2026, at approximately 2300 hours, I responded Code 1 to [3700 BLOCK] Bold Spring Rd in reference to a Warrant Attempt.
Sgt Ferguson notified Walton County of our intention to attempt a warrant for two individuals believed to be staying at the residence above. Sgt Ferguson, Deputy Chatham and I met with Walton County deputies prior to making the attempt. I followed a Walton County deputy into the driveway of the above residence. I took post in the rear of the house. I observed multiple individuals looking at us through the windows. I followed the Lieutenant up to back door and observed both individuals through the window. They were instructed to go to the front door. Both of them were placed under arrest in the garage. I transported Abigail Stewart from this residence to the Barrow County Detention Center.
Abigail Stewart was handcuffed behind the back. The handcuffs were double locked and checked for fit. A search of her person was conducted incident to arrest. No weapons or contraband were located. Abigail Stewart was secured in the rear seat with a seat belt. Abigail Stewart was escorted to the Barrow County Detention Center and released to deputies without incident.
A search of my rear seat was conducted before and after transport. No items were found.
The active warrants were served.
