On 10/25/2021 at 0053 hours, I was on patrol on University Pkwy at the intersection of Jackson Trail Rd when I observed an eastbound vehicle traveling at a speed, I visually estimated to be 98 MPH in the 55 MPH construction zone. I turned on my MPH Bee III speed detection radar device and measured the speed at 100 MPH in the 55 MPH construction zone.

I turned on my blue lights and the vehicle, a Chevrolet Silverado displaying Florida tag number [REDACTED], stopped at the intersection of Hog Mountain Rd. A GCIC check revealed that the Silverado had an expired registration on 6/30/2021.

I approached the driver, identified as Alexis Monroy, who handed me a Florida driver’s license. I asked why he was speeding and he stated that he was almost home. A GCIC check revealed that he had a suspended license on 8/9/2021 for failure to appear in North Carolina. Monroy’s passenger, identified as [REDACTED], had a valid Florida license and the Silverado was turned over to her.

I placed Monroy under arrest and handcuffed him behind his back. I checked for fit and double-locked them. I searched Monroy for contraband and found none. I placed Monroy in the rear seat of my patrol car. I transported Monroy to the Barrow County detention center where I cited him for driving with a suspended license (OCGA 40-5-121), speeding in a construction zone (OCGA 40-6-188) and expired tag (OCGA 40-3-8). Prior to leaving, I checked my rear seat for contraband and found none.
