[NARRATIVE #1 on July 31, 2026]

On 7/31/26 I was responded to [2100 BLOCK] Hwy 82 regarding a one car motor vehicle crash in which a witness observed a male subject exit the vehicle and flee from scene after the accident.

While enroute officers observed another vehicle pull back up to the scene of the accident and a female exit and walk over to the disabled wrecked vehicle. Upon I contacted a female subject who identified herself to be Tamarar Faison. While speaking with her about her involvement in the motor vehicle accident she was very hesitant with forthcoming information concerning the crash advising officers she was operating the vehicle when it crashed and collided with the culvert.

Deputy C Jackson contacted a male subject on scene who was identified by a witness who observed him exit the driver’s seat a flee away from the accident scene. The male subject was identified to be Alonzo Faison. While speaking with Alonzo officers observed him also be very short with forthcoming information and displayed visible marks, and scrapes to his arms that were consistent with the motor vehicle crash. After several minutes of interviewing both subjects Alonzo verbally admitted to operating the vehicle during the crash and fleeing away from scene due to him being unlicensed.

During this encounter with Alonzo, I could smell a faint odor of alcohol emitting from his breath which he admitted to consuming hours prior to accident. He agreed to field sobriety testing which was conducted along with a breath sample on my portable alco sensor. Once field sobriety testing was complete Alonzo gave a breath sample on my portable alco sensor which was under (0.045) the State’s legal limit of (0.080) grams. I continued the roadside interview which Alonzo stated he dozed off to sleep and traveled off the shoulder of the roadway and colliding with the culvert later fleeing the scene and hitching a ride with an unknown source back to Tamarar’s residence later returning to the scene of the accident.

While conducting the crash investigation it was determined that Alonzo was traveling down Highway at an undetermined excess speed, as he failed to maintain his lane of travel having reckless disregard traveling into the grassy shoulder and colliding with the culvert causing the vehicle to become disabled with airbags deployed.

Based on my training and experience, totality of circumstances, initial contact accident investigation, roadside interview, and observation I placed Alonzo under arrest. He was cuffed to the rear. Cuffs were then double locked and fitted for tightness. Deputy Jackson also placed Tamarar under arrest for obstructing officers from completing their official duties during the accident investigation and allowing Alonzo to operate her motor vehicle while knowing his license was suspended revoked.

Due to vehicle sustaining inoperable damages it was released to next list wrecker service #1 tow.

Deputy Jackson then transported Tamarar to Barrow County detention center and released her to jail staff for processing. Once scene was cleared, I transported Alonzo to Northeast Georgia Barrow Medical Center for medical clearance. Upon arrival Alonzo’s behavior begin to progress and he became angry, and irate because his mother was arrested. While being escorted into the medical facility he was loud, anxious, and belligerent. He continued to yell obscene, profane language in a public setting to the extent that the medical staff felt unsafe as he continued to act out in a provoking nature breaking the immediate breach of peace.

Medical staff quickly cleared Alonzo due to his behavior and outburst. As officers secured him in the patrol vehicle, he was observed continously slipping handcuffs from rear to front numerous times, making threats to harm himself and blaming officers and attempting to bang his head on my patrol car cage.

Upon arrival at the Barrow County Detention Center offender was escorted in through sallyport where he continuously attempted to create a chaotic scene. He was turned over to detention staff.

Warrants were secured for Alonso for criminal offenses: Striking a fixed object, leaving the scene of an accident, Driving with a suspended revoked license, Reckless Driving, Obstruction of an officer, and Disorderly Conduct.

Back seat check was conducted before and after arrest was affected.

[NARRATIVE #2 on July 31, 2026]

On July 31, 2026, at approximately 0046 hours, I responded Code 3 to the vicinity of Highway 82 and Jones Road in reference to a single-vehicle accident.

While en route, Dispatch advised that a witness reported observing a black male exit the vehicle involved in the accident and leave the scene on foot. Dispatch further advised that the witness provided the vehicle’s registration tag number and state of registration. Dispatch also advised that another individual had dropped off a black female at the scene prior to law enforcement’s arrival.

Upon my arrival, I made contact with Ms. Tamarar Faison, a black female, who was standing near the crashed vehicle. I asked Ms. Faison who had been driving the vehicle at the time of the accident. She stated that she had been the driver. Because Dispatch had advised that a witness observed a black male driving the vehicle and leaving the scene on foot, I specifically asked her to confirm that she had in fact been operating the vehicle. She again stated that she was the driver.

I then made contact with Mr. Alonzo Faison, a black male. He initially stated that his mother Tamarar, had been driving the vehicle at the time of the accident. I advised him that a witness had reported observing a black male operating the vehicle and leaving the scene immediately after the collision. After being confronted with this information, he again stated that she was the driver. I pressed him further and he admitted that he had actually been driving the vehicle at the time of the accident. After obtaining Alonzo’s admission, I re-contacted Tamarar and again asked her whether she had been driving the vehicle. Despite Alonzo’s admission that he had been the driver, she again falsely stated that she had been operating the vehicle.

Based on the witness’s observations, the conflicting statements provided by both suspects, Alonzo’s admission that he had been driving the vehicle, and her repeated false statements intended to conceal the identity of the actual driver, I determined that Tamarar knowingly and willfully provided false information during the course of my investigation, thereby hindering and obstructing my lawful investigation in violation of OCGA 16-10-24(a).

During the investigation, it was also determined that she was the owner of the vehicle and had knowingly permitted Alonzo to operate the vehicle while he was not legally authorized to do so. Based on my investigation, I charged her with Permitting an Unauthorized Person to Drive in violation of OCGA 40-5-122.

I then advised Tamarar that she was under arrest for Obstruction of a Law Enforcement Officer (OCGA 16-10-24(a)) and Permitting an Unauthorized Person to Drive (OCGA 40-5-122). I then secured her in double-locked handcuffs that were checked for proper fit. Prior to securing her in the back seat of my patrol car, a search of her person was conducted for weapons or contraband, and nothing was found. I then placed her in the back seat of my patrol unit and secured her with a seatbelt. I then transported her to the Barrow County Detention Center, where I served her with the charges of Obstruction of a Law Enforcement Officer and Permitting an Unauthorized Person to Drive before turning her over to the deputies on duty. Prior to exiting the Detention Center, a search of the back seat of my patrol vehicle was conducted for weapons or contraband, and nothing was found.
