Officer’s Narrative:

On Tuesday, August 25, 2026, at approximately 1307 hours, I, Ofc. Perry #149, was dispatched to 25 East Midland Avenue (Winder Police Department) in reference to a Domestic Dispute that occurred at [REDACTED BY AGENCY] Winder GA 30680, the evening before. I traveled CODE 1 to the Winder Police Department in my marked patrol vehicle #537.

Upon arrival, I met [REDACTED BY AGENCY], who told me that the previous evening at approximately 2000 hours, her grandson, Mr. Andrew Hodges, had an episode of rage against her. [REDACTED BY AGENCY] told me that she and Andrew have been living together at this residence. [REDACTED BY AGENCY] informed me that this is not the first time Andrew has been arrested for a family violence charge. [REDACTED BY AGENCY] told me that in 2023, Andrew was arrested for simple battery family violence, where she was the victim. [REDACTED BY AGENCY] told me that she was sitting on her front porch having a cigarette when Andrew came outside and began screaming at her, calling her names, and talking to himself.

[REDACTED BY AGENCY] told me that she began audio recording Andrew doing these things with her cellphone. [REDACTED BY AGENCY] then said that Andrew abruptly approached her, grabbed her by the neck using both hands, squeezing for approximately four to five seconds, then released her from his grasp and slapped her on the right side of her face. [REDACTED BY AGENCY] stated that Andrew then took her cellphone and went inside the house. [REDACTED BY AGENCY] became fearful for her safety and left to her daughter’s house.

[REDACTED BY AGENCY] told me that she still had not retrieved her cellphone from Andrew’s possession. [REDACTED BY AGENCY] was willing to provide a written statement about the incident. I observed [REDACTED BY AGENCY] no visible marks or bruises were noted. Photographs of [REDACTED BY AGENCY] were taken and will be attached to this report. After [REDACTED BY AGENCY] finished her written statement, I told her I was going to her residence at [REDACTED BY AGENCY] to attempt to make contact with Andrew. [REDACTED BY AGENCY] advised me that Andrew was on medication but had not been taking them and was unsure of how he would react to law enforcement.

I also advised [REDACTED BY AGENCY] that I would be taking warrants out on Andrew for Simple Assault Family Violence, Simple Battery Family Violence, Theft by taking, and Aggravated Assault Family Violence. I also later established probable cause to obtain an additional warrant for Elder Abuse. I gave [REDACTED BY AGENCY] a card with the case number on it and began relocating to [REDACTED BY AGENCY]

Upon arrival at [REDACTED BY AGENCY], the exterior glass door was shut, but the interior wooden door was wide open. I knocked, announcing myself as Officer Perry, and asked Andrew to come outside so I could speak with him. The wooden door then shut and locked from the inside. I continued to knock on the door to get Andrew to come outside, but he would not comply.

I then called [REDACTED BY AGENCY] and asked her to return to the property with the house key and let us into the residence, and she complied. When [REDACTED BY AGENCY] arrived on scene, she opened the door for us with her key to the residence. Winder Police Officers began giving verbal commands to Andrew to come outside of his bedroom. Andrew came outside of his bedroom and was ordered to face away from us and walk backward. Andrew continued walking toward us, somewhat complying. Andrew shifted to the side but never fully faced away from Winder Police Department officers. Andrew then charged at Cpl. Flores #154 and pushed him backward. Winder Officers then assisted Andrew to the ground, where he was drive-stunned three times by Cpl. Cureington #155 in an attempt to gain voluntary compliance.

I then placed Andrew in properly fitted, double-locked handcuffs, and he was escorted to the front of my marked patrol vehicle #537. I searched Andrew for any drugs, weapons, or means of escape, and none were found. Andrew was then placed in the back seat of my patrol vehicle, and a lap-and-shoulder belt was secured across his person. Andrew was then transported to [REDACTED BY AGENCY] to be medically cleared before being transported to the Barrow County Detention Center.

After being medically cleared by [REDACTED BY AGENCY], Andrew was transported to 652 Barrow Park Drive, Winder GA 30680 (Barrow County Detention Center). Upon arrival, custody of Andrew and his belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and a Victim notification form for [REDACTED BY AGENCY]. I then returned to the address to provide [REDACTED BY AGENCY] with resources available to a victim of family violence. [REDACTED BY AGENCY] then informed me that she had retrieved her cellphone from Andrew’s bedroom.

My department-issued body camera was recording during this investigation. [REDACTED BY AGENCY] Written Statement form will be attached to this report. Photos of the injuries were taken and will be attached to this report. The back seat of my patrol vehicle was cleared before and after each time Andrew was placed in and taken out.
