On Saturday, April 18th, 2026, at approximately 0351 hours, I, Ofc. Perry #149 was dispatched to [500 BLOCK] Mossy Trace Winder Ga 30680 Mossy Trace Winder Ga 30680 in reference to a suspicious activity call. I began traveling CODE 1 to the location listed above in my marked patrol vehicle #537.
While en route to the call, the call notes stated that the subject was vandalizing another’s vehicle and appeared to be intoxicated. I was advised that the subject had entered his red vehicle and was leaving the scene. I then began traveling CODE 3 to the location listed above. At the intersection of West Athens Street and Hal Jackson Road, I had a red Camaro pass me traveling eastbound at a high rate of speed.
I turned around to catch up to the vehicle. I was advised by Barrow County Central Dispatch that a Barrow County Unit had the vehicle stopped in front of 113 East Athens Street (Winder Community Center). I got out with the county unit and began speaking to Mr. Antony Lopez, the driver of the red 2016 Chevy Camaro; GA TAG #[REDACTED]. Upon initial contact with Antony, his words were incredibly slurred and smelled strongly of an alcoholic beverage.
I asked what Antony was doing, and he said that he was just going home. I advised him that the reason for the stop was a phone call reporting that he had vandalized a vehicle. Antony told me that his ex-girlfriend, Ms. [VICTIM #1], had “did him dirty” and that he was heartbroken. This is why he did what he did. Barrow County Units went out to [500 BLOCK] Mossy Trace to assist me.
I received pictures of the black 2008 Honda Accord GA TAG#[REDACTED]. The vehicle had numbing cream smeared all over, flowers scattered all across the vehicle, as well as tiki chips on and around the vehicle. There was also an open container of Tiggie Ball,” an alcoholic beverage. Antony also ripped the backup camera off the vehicle and bent the license plate, obstructing the view of the tag number. Antony admitted to consuming alcohol before vandalizing the vehicle and prior to driving.
I was advised that the original caller, Mr. [WITNESS #1], was the neighbor at [500 BLOCK] Mossy Trace who had woken up because of Anthony’s actions and behavior. I then placed Antony in properly fitted double-lock handcuffs and searched his person for any drugs, weapons, or means of escape, and none were found. I advised Antony that he was being placed under arrest for DUI, Less Safe, Disorderly Conduct, and Disturbing the Peace. Antony was placed in the backseat of my patrol vehicle, and a lap and shoulder belt was placed across his person.
I called for a next list and completed a Winder Police Department Impound log. All County Towing arrived on scene and took the red Camaro. I then transported Antony and his belongings to 652 Barrow Park Drive, Winder Ga 30680 (Barrow County Detention Center). Upon arrival, custody of Antony and his belongings was relinquished to the Barrow County Intake Deputies.
I completed all intake forms and left Antony with 5 citations: WC91656 DUI Less Safe, WC91659 Disorderly Conduct, WC91560 Disturbing the Peace, WC91661 Criminal Trespass (Damage less than 500 dollars), and WC91662 Littering. I then traveled to [500 BLOCK] Mossy Trace to speak with [VICTIM #1]. [VICTIM #1] advised me that the incident began around 0341 hours, and her neighbor, Mr. [WITNESS #1], had video footage of the entire incident. [VICTIM #1] was left a card with the case number, and I then went to [500 BLOCK] Mossy Trace.
[WITNESS #1] showed me a partial clip from the video and said he would have it readily available. [WITNESS #1] told me he was sitting in his chair when his dogs began barking. This is when he noticed Antony outside vandalizing the vehicle. During the entire investigation, there was never enough probable cause to take family violence charges. I then returned to service with no further issues.

A request for video surveillance was submitted for this report.
The backseat of my patrol vehicle was cleared each time Antony was placed inside and taken out.
