On 5/27/26 I was dispatched to an accident with injuries on Matthews School Road and Twelve Oak Dr. While enroute to the scene, I Deputy Joseph Holland was notified that the driver was no longer at the scene of the accident by an unknown witness. Other responding deputies got out with a white male and motorcycle inside the subdivision of Twelve Oak Drive that was pushing a damaged motorcycle.
Upon arrival I made with the male subject who was identified later as Arthur Allen who appeared to have an open laceration to the back of his head and cut clothing and a visible ankle injury. I visually noticed injuries to Arthur, and I asked if he could explain to me what happened. He stated that he recently purchased the bike and was taking it on a test ride. And he came around the curve on Matthew School Rd too fast pressing the brakes and ran off the shoulder of the roadway in the opposite lane striking a ditch off the shoulder.
During the conversation with officers Arthur kept mentioning he knew he was going to jail due to recently buying the motorcycle and not purchasing insurance coverage, registering the motorcycle, and not having a valid motorcycle license. A status check through GCIC-NCIC confirmed what Arthur had stated to me confirming Arthur not to have a valid motorcycle permit (class C only), The motorcycle had no valid insurance coverage, and the motorcycle was unregistered.
Assisting units returned to the scene of the accident and retrieved a shoe and Arthur’s motorcycle helmet. A med unit responded to the accident scene to access Arthur’s injuries. Once MED 4 arrived Arthur continued stating he was fine and refused treatment. He later agreed to be transported for medical treatment.
Arthur was later provided with a case number and a case card before being transported. Motorcycle was inventoried and released to Hammond’s towing. During the crash investigation it was based on my training and experience, totality of circumstances, physical and testimonial evidence gave me probable cause to secure criminals warrants for the offenses:
