[NARRATIVE #1 on June 26, 2026]

On 6/26/2026 at approximately 2325 hours, I, Ofc. B. Harris W152 was patrolling the area of Horton St and W May St when I observed a vehicle ahead of me turning right onto Horton St. The license plate was blacked out and not illuminated. I decided to follow the vehicle onto Horton St to attempt to submit a GCIC inquiry of the license plate. While at the traffic light of Horton St and W Athens St, I submitted a GCIC inquiry of license plate [REDACTED]. I was unable to get a return until after the vehicle pulled into the Valero gas station on W Athens St. I received a return and observed previous traffic stops regarding the vehicle, which were tied to drug incidents.

As I was conducting an area check of the Ace Hardware on W Athens St, I observed the vehicle leaving the Valero gas station heading westbound on W Athens St, got behind it, and initiated a traffic stop in marked patrol vehicle #400. The driver, later identified as Aslee Massey, yielded to my lights and sirens and pulled into [200 BLOCK] Hwy 211 NW, Winder, GA 30680. Upon approaching the driver’s side window, I was met by Ms. Massey, and I explained the reason for the traffic stop. Ms. Massey advised me that she did not have her driver’s license on her; instead, she provided me with her name and DOB. As I was walking back to my patrol car, I radioed Cpl. T. Perrin W117 and had him come to the scene to perform a free air sniff with K9 Bella.

Sgt. Perrin arrived on scene and asked both occupants to exit the vehicle. Cpl. Perrin observed the odor of marijuana emanating from the vehicle. I exited my patrol vehicle and explained to Ms. Massey that I had probable cause to search the vehicle. I asked Ms. Massey if there were anything I would find in the vehicle that I needed to know about, and she stated, “I hope not”. I explained to Ms. Massey that honesty goes a long way with me and that if there’s a little bit of marijuana or anything of that nature, I can work with that. Ms. Massey stated that she previously had Percocet in her purse, but didn’t know if there was still any in it. While asking Ms. Massey these questions, I observed her getting closer and closer to her vehicle, as well as her being unsteady on her feet, which raised my suspicions.

I conducted a probable cause search of the vehicle with negative findings. As I was conducting the probable cause search, Sgt. N. Wolfe W160 arrived on scene to perform field sobriety tests on Ms. Massey, per Cpl. Perrin’s request. See Sgt. Wolfe’s supplemental report regarding the field sobriety test. Sgt. N. Wolfe advised Ms. Massey that she was under arrest for DUI drugs. I then placed Ms. Massey in properly spaced, double-locked handcuffs behind her back. As I was walking Ms. Massey around to the passenger side of my vehicle, Ms. Massey stated that she had some things hidden in her vag*na.

I placed Ms. Massey in the rear passenger compartment of my patrol vehicle and secured her using a lap-and-shoulder harness for her safety. I then read Implied Consent for persons over the age of 21 after Ms. Massey provided me with her age. Ms. Massey refused the Implied Consent for her blood. I then read the Miranda Warning to Ms. Massey, but she did not give me an answer, as she stated that she was still thinking about whether she wanted to go to the hospital. Ms. Massey stated that she didn’t see a point in going to the hospital for a blood draw, as she was going to go to jail regardless. I then reread the Miranda Warning to which Mr. Massey agreed.

I then asked Ms. Massey what she had hidden in her vag*na, and she stated that she had marijuana and methamphetamine. I then spoke to the passenger, Katlyne Abernathy, who stated she would drive the vehicle from the scene. I then transported Ms. Massey to [REDACTED BY AGENCY] to have medical professionals remove the items from Ms. Massey’s person. While at the hospital, Ms. Massey was in the hospital room where she was to remove her clothes. While Ms. Massey was in the room, she removed a bag of Marijuana from her person and was holding it in her hand when the doctor came in.

After placing Ms. Massey back in my patrol vehicle, I was advised to bring an evidence bag into the room to take possession of the bag of marijuana. I did not observe a bag of methamphetamine with the bag of marijuana, nor did I find it in the room. I then went back outside to speak with Ms. Massey. I read the Miranda Warning to Ms. Massey again, and she agreed. I asked Ms. Massey where the bag of methamphetamine was, as she told me she had one, but she stated that she possibly could have dropped it at the location where she initially inserted the marijuana into her vag*na. After searching the hospital room again, I was unable to locate the bag of methamphetamine.

I then transported Ms. Massey to the Barrow County Detention Center, where she was released from my custody to the Detention Center staff without further incident. I checked the backseat of my patrol vehicle before transporting Ms. Massey and after dropping her off at the Detention Center with negative findings. The Arrest Booking, citations, and 1205 form were completed while at the Detention Center. A copy of the 1205 form was left with Ms. Massey’s belongings, along with copies of her citations.

I then went back to the police department, where I weighed the bag of marijuana using a calibrated scale while in an evidence bag. The weight of the marijuana was 6.81g. I placed the marijuana into the evidence temp locker 008. A LERMS entry was completed.

[NARRATIVE #2 on June 26, 2026]

On 06/26/2026 at 2343 hours, I (Sgt. Wolfe) was requested by Cpl. Perrin to respond to Ofc. B. Harris’ traffic stop to perform field sobriety evaluations on the driver suspected of being under the influence of marijuana. Upon my arrival, code 1, I made contact with the driver, Aslee Massey. I observed a strong odor of marijuana emitting from her person. I began speaking with Ms. Massey, who confirmed she had smoked marijuana. Ms. Massey then stated that she was concerned about half of a Percocet pill that may be in her purse. Ms. Massey stated she had tooth issues and that she takes the pills when she needs to. Ms. Massey denied taking any pills this evening.

I asked when the last time she smoked marijuana was, and Ms. Massey stated about 4 or 5 minutes ago, then stated 30 minutes ago. Ms. Massey agreed to participate in field sobriety testing. Mr. Massey wore glasses, and I asked her to take them off. Ms. Massey stated she couldn’t really see due to this. Ms. Massey also stated that she was cross-eyed. I asked how much marijuana she had smoked. Ms. Massey stated a blunt. I observed that there had been a passenger inside the vehicle. I asked if both of them had been smoking or just her. Ms. Massey stated that the passenger didn’t smoke. Ms. Massy stated she lived in Maysville and had brought some kids down here and dropped them off, then smoked. Ms. Massey denied having any medical conditions or ailments.

I began with the Horizontal Gaze Nystagmus evaluation (HGN). Ms. Massey had equal tracking, equal pupil size, and did not have resting nystagmus. During the test, I did not observe a lack of smooth pursuit in both eyes. I did not observe nystagmus in both eyes at maximum deviation, and did not observe nystagmus in both eyes on the onset prior to 45 degrees. Based on my training, knowledge, and experience, in individuals under the influence of cannabis, HGN will not be present. (0-6)

I then placed her in the instructional stance. Ms. Massey had a hard time understanding the instructions and staying in the stance. Ms. Massey broke from the stance and began walking without me telling her to start or finish demonstrating. I placed her back into the instructional stance and demonstrated the walk and turn. Ms. Massey did not walk heel to toe, used her arms to balance, and did not complete the turn correctly, stopping after the 9th step, taking a quarter turn, and asking if she should go that way.

I advised her that I had already explained the test to her. Ms. Massey stated that she had already forgotten. Ms. Massy then began walking the way she was facing, continuing to use her arms to balance, not walking heel to toe, and stopped at 7. Ms. Massey then stated she forgot what number I had told her. I ended the test. (7-8)

I then explained and demonstrated the one-leg stand test. Ms. Massey began the test and only got to 2 before putting her foot down. Ms. Massey used her arms to balance and swayed during her multiple attempts, never getting past 2. Ms. Massey then stated she couldn’t do it, and stated she didn’t even remember what I had said. I explained the modified Romberg test to Ms. Massey. During the test, Ms. Massey estimated the passage of 30 seconds, in approximately 26 seconds. I observed severe eye tremors and body tremors. Ms. Massey was also swaying back and forth. I did not complete the lack of convergence test due to her eye condition.

I asked her to open up her mouth, asked her to stick out her tongue, and I observed a white chalky substance and raised buds on her tongue.

Ms. Massey was then placed under arrest for DUI-Drugs.
