On 06/05/2026 at approximately 1903 Hours, I Ofc. Dutcher, J #141 was dispatched to [40 BLOCK] Highfield Lane, Winder GA. 30680 in reference to a Disorderly subject in the community pool. I traveled code 1 in my marked patrol vehicle #398.

Upon my arrival, I met with the suspect, who identified himself as Caleb Laguerre. Caleb was still in the pool by himself as everybody else at the pool was attempting to avoid him. I asked Caleb to exit the pool, and he did. When Caleb exited the pool, I detected a very strong odor of alcoholic beverages emanating from his person. Caleb was very unsteady on his feet and was attempting to explain that he did not speak English. I then instructed Caleb to stay with Ofc. Robertson #166, while I went to the other end of the pool, where a group of people was standing. I then spoke with (JUVENILE) [REDACTED BY AGENCY] and asked her if she had seen the man acting disorderly.

(JUVENILE) [REDACTED BY AGENCY] stated that she had seen everything and that the man was very intoxicated and carrying around an open alcohol bottle. She also stated that Caleb had been pouring alcohol into the pool as well as spitting into it. I asked her if he had done anything else, and she stated that he was attempting to get close to her and calling her pretty. (JUVENILE) [REDACTED BY AGENCY] asked him several times to stop and to leave her alone. (JUVENILE) [REDACTED BY AGENCY] then stated that she had called her mom [REDACTED BY AGENCY] and told her of the situation. (JUVENILE) [REDACTED BY AGENCY] then stated that when [REDACTED BY AGENCY] arrived on scene, [REDACTED BY AGENCY] asked Caleb several times to leave her daughter and the other pool guests alone, to which Caleb yelled that he would not several times. (JUVENILE) [REDACTED BY AGENCY] then informed me that Caleb yelled at her mom several times, saying “F*ck off’ and “f*ck you”.

About this time, [REDACTED BY AGENCY] had arrived on scene and asked her to explain what had happened. [REDACTED BY AGENCY] told me that she had received a phone call from her daughter and that Caleb was being very weird towards her and aggressive towards other pool users. She stated that Caleb did yell and curse at her several times before leaving the pool, getting rid of his alcohol bottle, and returning to cause another scene. [REDACTED BY AGENCY] also stated that Caleb has been intoxicated the entire time he has been at the pool, which was verified by several other witnesses.

Caleb’s brother [WITNESS #1] was also on scene and informed Me and Ofc. Robertson that his brother was very intoxicated all day. At this point in the investigation, I decided to place Caleb under arrest for Disorderly Conduct and Public Drunkenness.

Caleb was then placed in handcuffs, double locked, and checked for proper fit. Caleb was then searched for any weapons, contraband, or means of escape, with negative findings. The back seat of my patrol vehicle was also cleared of any weapons, contraband, or means of escape with negative findings. Caleb was then placed in the rear passenger side seat of my marked patrol vehicle, with the seatbelt being placed over him and buckled in for safety. I then provided Central Dispatch with my starting mileage before proceeding to the Barrow County Detention Center. Upon arrival at BCDC, I relinquished custody of Caleb and his property to Barrow County Sheriff’s Office Correctional Officers. I then cleared the backseat of patrol vehicle #398 of any weapons, contraband, or means of escape with negative findings.

WC-93113 DISORDERLY CONDUCT
