Officer’s Narrative:

[NARRATIVE #1 on April 18, 2026]

On 04/18/2026 at 2027 hours, I (Sgt. Wolfe) was dispatched to assist Ofc. Bruce at Fort Yargo State Park, located at 300 Loganville Hwy, on a disorderly intoxicated female. Dispatch was advising that there was a heavily intoxicated female on scene, screaming and cussing at groups of people and the assistant park manager. Dispatch advised they could hear the female in the background yelling and screaming at people.

Upon our arrival, code 3, we could not access the gate leading into the beach parking lot. While trying to attempt to open the gate, I observed the female screaming and acting in a disorderly manner over 400 feet away. We then began approaching on foot into the parking lot. The female began walking toward us, screaming cussing, and being disorderly. We began giving her loud, lawful orders to get on the ground, but the female refused and continued approaching us. The female continued to ignore our commands, and Ofc, Bruce and I grabbed hold of her and forced her to the ground. We began to handcuff the female, but she resisted, pulling her arms away, We were able to place her in handcuffs behind her back. Two pairs of handcuffs were used due to her size.

The female, later identified as Christina Pastor, continued screaming at us. Ms. Pastor had a strong odor of an alcoholic beverage emitting from her person, and emitting from her breath when she spoke. Mr. Pastor has extremely slurred, mumbled speech and has trouble at times completing full sentences. Ms. Pastor was in an extremely intoxicated, agitated state. Ms. Pastor then began complaining of neck pain and past back injuries. We state her on her butt, and Ms. Pastor had to be physically held up by her back. I advised dispatch to start a medic unit due to her claiming she was in pain/injured.

Ms. Pastor continued to be disorderly, screaming and yelling. Ms. Pastor was informed why she was under arrest, but could not recall it multiple times throughout our interaction. Medics arrived on scene, and Ms. Pastor would not listen to them either and continued to be disorderly by screaming and yelling. Ms. Pastor was non-compliant with medics and officers throughout the entire incident. We attempted to have Ms. Pastor stand up, but she went dead weight and would not stand on her own. Ms. Pastor had to be physically held up and placed onto the medic cot.

Ofc. Bruce rode with Medic 9, and they transported her to [REDACTED BY AGENCY] for evaluation and medical clearance for the jail. I followed the medic to Emergency Department staff began evaluating Mr. Pastor. Ms. Pastor was removed from handcuffs at the request of ER staff. Ms. Pastor continued to be disorderly, screaming, and giving staff a difficult time, and causing a disturbance to other people on scene at the hospital. Ms. Pastor was eventually medically cleared for Jail.

I advised Ms. Pastor that she needed to stand up, but she refused. Ms. Pastor insisted on being handcuffed in the front, but due to her disruptive behavior, it was not appropriately safe. I grabbed her right wrist, and she began to pull away from me and tense her arm away from me. Ms. Pastor began resisting other officers and me as we attempted to handcuff her behind her back. Ms. Pastor continued to resist officers, but we were able to secure her with three sets of handcuffs, due to her size. Ms. Pastor refused to get up and had to be physically lifted up and walked to a wheelchair. Ms. Pastor was placed into the wheelchair and wheeled out to my patrol car.

Once outside, Ms. Pastor refused to stand up and be placed into the back seat of my patrol car. Ms. Pastor has to be physically lifted up and placed into the back seat. Ms. Pastor was secured using a seatbelt.

I advised dispatch to notify the jail of Ms. Pastor, who is being combative/non-compliant. I transported her to the Barrow County Jail without incident.

I issued Ms. Pastor citation #WC002297 for obstruction.

Fort Yargo staff advised that they wanted Ms. Pastor and the party she was with to be trespassed. GA DNR served the parties on scene with trespass notices. Ms. Pastor was informed that she was trespassed. All three will be entered into LERMS.

[NARRATIVE #2 on April 18, 2026]

On April 18, 2026, at approximately 2028 hours, I was dispatched to at Ft. Vargo Park, 300 Loganville Hwy, Winder, GA, 30680 in reference to an intoxicated and disorderly female in the beach area. Barrow County Dispatch advised park rangers were out with the female and advised that she had attempted to drive off in her vehicle. Dispatch also advised that a female could be heard shouting and hurling racial slurs at the park rangers. I responded Code 3 to the scene in a marked patrol vehicle (Emergency Lights and Siren).

I arrived at the scene with additional responding units around 2034 hours. I could audibly hear a woman screaming while we were trying to get the security gate open. Due to technical issues, me and assisting backup got out on foot to bypass the gate. As we were heading to the parking lot, I observed a female shouting and cursing at the park rangers. I could see the female approaching us and still shouting and using profane language. Sgt. Wolfe gave the female subject verbal commands to get on the ground. The female ignored his commands. I was the closest officer to her and also gave loud audible verbal commands for her to get on the ground, to which she failed to comply. I initiated a tactical takedown maneuver to guide the female to ground. I smelled the odor of an alcoholic beverage permeating from her person. While I was attempting to handcuff the suspect, she attempted to resist but assisting officers were able to place her in handcuffs. The handcuffs were double-locked and adjusted for proper fitment.

The female suspect would later be identified as Ms. Cristina Lissette Pastor of Norcross, GA. Ms. Pastor continued to yell and curse at us as we were placing her under arrest. She also kept referring to me as “N****r” as I took her into custody. I advised her to refrain from her vulgar language, but she continued to hurl the insult until another assisting officer directed her again to stop saying the racial slur. Officers attempted to sit her up and move her to the sidewalk, but she complained that she was in pain and couldn’t move. I assisted Ms. Pastor back into a seated position. I kept the arrestee in the seated position and allowed her to lean against my leg for support. I radioed Barrow County about the suspect’s injury complaints and Med Unit #03 was dispatched to scene for a medical evaluation. I continued to monitor my arrestee as; we waited for the Med Unit to arrive. I observed that Ms. Pastor’s speech was slurred, and she mispronounced multiple words.

An assisting officer shined a flashlight towards her face, and I noticed her eyes were glazed-over and unfocused. I also observed that her hair was matted with sweat and she had a mysterious white liquid film present around her mouth. Ms. Pastor was asked if she ate or taken something that might have caused the white deposits around her lips, but she would not answer OUT questions and continued to shout and curse at us. She was unable to focus on officer commands or statements. She continued to shout and curse, which caused a disturbance to general public that was left in the parking lot. Due to her complaints about possible bruised rib and spinal injury. A medical Unit was requested to the scene for a medical evaluation. As we were monitoring her, I observed another female, standing across the parking lot, who was shouting at my arrestee to stop yelling and calm down. While Sgt. Wolfe stood by with my female arrestee, I walked over to the other female subject and identified her as Ms. [WITNESS #1].

Ms. [WITNESS #1] advised that the female in custody was her wife. She advised that Ms. Pastor had been drinking and created a disturbance at the beach. She advised that she tried to de-escalate the situation but to no avail. Another male was also present with Ms. [WITNESS #1]. The male was identified as Mr. [REDACTED]. I had both subjects stand by while I spoke to the park rangers to get an account of what occurred. I was informed that by the park ranger that Ms. [WITNESS #1] and Mr. [REDACTED] did not cause a direct disturbance like Ms. Pastor did. However, the park rangers wanted all three individuals barred from the property.

I went back over to Ms. Pastor and stood by with her until the med unit arrived. While we waited, she was fidgeting and rocking back and forth uncontrollably. I kept directing Ms. Pastor to be still and focus on her breathing. She continued to speak and shout until I could hear her literally run out of breath. She also began to drool more of the white liquid from her mouth and her nose was running. She began to complain that she was dizzy and her head hurt. I updated this information to Barrow County Dispatch for the arriving medical unit.

Soon the medical unit arrived on the scene. They attempted to conduct a medical evaluation on Ms. Pastor. but she was uncooperative. She continued to shout and overtalk the medical unit despite their best efforts to attend to her and determine her exact injuries. Due to Ms. Pastor’s inebriated state, it was decided to transport her to the [REDACTED BY AGENCY].

I rode in the back of the ambulance with an EMT and Ms. Pastor to [REDACTED BY AGENCY]. We arrived at the hospital without further incident. Ms. Pastor was turned over to hospital staff for medical evaluation and clearance. Per their request, I removed the handcuffs off Ms. Pastor. Sgt. Wolfe and Ofc. Pierce stood by at the hospital with my arrestee as I was escorted back to Fort Vargo Park to retrieve my patrol vehicle. As I heading back to the hospital, I was directed to meet Sgt. Wolfe at the Barrow County Detention Center. Sgt. Wolfe took my arrestee into custody for transport. See Case Supplemental Report for further details.

Upon arrival at the jail facility, Ms. Pastor was turned over to the jail staff. Ms. Pastor continued to be uncooperative and argumentative as the jail staff escorted her inside. Sgt. Wolfe provide [REDACTED BY AGENCY] medical clearance paperwork to the jail staff for record logging. While in custody, Ms. Pastor was handcuffed with her hands behind her back, and the handcuffs were double-locked and adjusted for proper fitment. No reports of weapons or contraband was discovered on Ms. Pastor’s person during escort. Ms. Pastor was searched again by a female detention officer without incident.

I issued Ms. Pastor five citations and provided her with her copies of each. I also turn in a copy of Sgt. Wolfe’s citation (Citation# WC002297) to the jail staff to be placed in Ms. Pastor’s personal property.
