[NARRATIVE #1 on March 01, 2025]

On 1 March 2025 at approximately 0411 hours, I was patrolling westbound on University Parkway crossing Christmas Avenue Bethlehem Barrow County Georgia. I was monitoring traffic and observed a vehicle approaching from behind. I estimated the vehicle to be traveling 85 miles per hour in the posted 65 mile per hour zone. Using the Stalker DSR 2x (serial# DB026334) directional radar unit in my marked Barrow County patrol vehicle I obtained a clear doppler tone and speed of 86 miles per hour.

As I continued to observe the vehicle it increased its speed to 90 miles per hour in the posted 65 mile per hour zone just prior to traveling past my marked patrol vehicle. Merging behind the white Kia Forte displaying Florida LPN [REDACTED], I activated my emergency lights and siren initiating a traffic stop westbound just before Harry McCarty Road Winder Barrow County Georgia.

Contact was made with the driver, who identified himself as Mr. Deshon Pratt when he provided his Georgia license. After introducing myself to Mr. Pratt I explained the reason for the traffic stop. Mr. Pratt became argumentative, stating he was not traveling going that fast. I explained I had observed him approaching and continuously watched his speed increase until he reached 90 miles per hour prior to passing my patrol vehicle.

While at the open driver’s side window I could smell the odor, due to multiple encounters on prior stops and while executing search warrants, I knew to be raw marijuana emitting from the passenger compartment. As I then walked back towards my patrol vehicle, I advised Mr. Pratt I could smell the odor of marijuana emitting from the vehicle as well.

Upon returning to my patrol vehicle, I ran Mr. Pratt’s information and the displayed Florida LPN on GCIC/NCIC. As I was entering information into the CAD system, I was periodically watching the vehicle. At 0415 hours, I observed both the driver and rear driver’s side door fling open, both male occupants exit shutting the doors and the begin fleeing on foot across westbound and eastbound University Parkway. I exited my patrol vehicle shouting at them they were under arrest and a K9 would track them.

I then drew my service weapon and ordered the remaining front seat passenger out. Once out and on the ground, he was secured in handcuffs behind his back and checked for fit. He was patted down and assisted to his feet and identified as Davian Pratt by his Georgia license located in his front right pants pocket. He was asked why the others had fled and exclaimed he did not know. K9 was contacted and responded for a track of the outstanding driver, Mr. Deshon Pratt and the unknown rear black male passenger.

Once assisting deputies arrived a probable cause search of the vehicle was conducted. In the rear seat an American Tactical AR-15 rifle (serial# NX006843) with Monstrum scope and red dot was located. The firearm was loaded with a round in the chamber and a double drum magazine containing multiple rounds of ammunition. The firearm along with the double magazine were seized and secured into evidence for safekeeping.

In the center console a vacuum seal type bag containing a green leafy substance suspected of being marijuana was located. The suspected marijuana was also seized and later weighed at the Sheriff’s Officer, where packaging and contents weighed approximately 3.7 ounces or 105 grams. Nothing else of note was located during the search. I was unable to find any rental agreement paperwork to indicate who rented the Kia. In speaking with Mr. Davian Pratt, he advised he had not rented the vehicle.

Dep. Stephens and his K9 partner Rip arrived and began tracking the two suspects. The track was later called with both suspects still being outstanding.

Mr. Davian Pratt was placed under arrest for felony possession of marijuana for the 3.7 ounces of green leafy substance located in the center console of the vehicle. He was transported to the Barrow County Detention Center for processing by Dep. Bazinet.

Myles Wrecker arrived and took possession of the Kia.

I secured one warrant on Mr. Davian Pratt for O.C.G.A. 16-13-30 felony possession of marijuana, in that Mr. Davian Pratt did possess or have under his control a controlled substance, marijuana and the amount exceeded 1 ounce in weight (3.7 ounces/105 grams)

I secured (4) four warrants for Mr. Deshon Pratt for O.C.G.A. 16-13-30 felony possession of marijuana, in that Mr. Deshon Pratt did possess or have under his control a controlled substance, marijuana and the amount exceeded 1 ounce in weight (3.7 ounces/105 grams); O.C.G.A. 40-6-181 speeding max limits in that Mr. Deshon Pratt was in actual physical control of a motor vehicle, white Kia Forte FL LPN [REDACTED] on the highways and roadways of this State and his speed was checked using a radar speed detection device a Stalker DSR 2x at 90 miles per hour in a posted 65 mile per hour zone (University Parkway WB/Harry McCarty Road); O.C.G.A. 16-10-24 obstruction (misdemeanor) in that Mr. Deshon Pratt did knowingly and willfully obstruct or hinder a law enforcement officer in the lawful discharge of his duties when he fled on foot from a traffic stop and O.C.G.A. 16-10-52(2) Escape when Mr. Deshon Pratt did knowingly escape lawful custody by fleeing on foot from the valid traffic stop.

The rear black male passenger is still unknown at the time of this report and no charges have been sought.

[NARRATIVE #2 on August 21, 2025]

On 08/21/2025 at approximately 0800 hours, I picked up Deshon Philip Pratt from the Gwinnett County Detention Center. I secured Mr. Pratt in double locked handcuffs, belly chains and leg irons. I then checked each of them for proper fit. Mr. Pratt was searched and secured in the back seat of my patrol vehicle, in a seatbelt.

I transported Mr. Pratt to the Barrow County Detention Center with reference to a Felony Possession of Marijuana warrant# 2025-0654FW, Misdemeanor obstruction of law enforcement warrant# 2025-0655MW, Misdemeanor speeding warrant# 2025-0653MW, and a Misdemeanor escape warrant #2025-0652MW out of Barrow County.

All four warrants were served to Mr. Pratt, and he was turned over to the jail staff.

The backseat of my patrol vehicle was searched prior to and after Mr. Pratt was in it and no contraband was found.
