[NARRATIVE #1 on April 15, 2026]

On April 15, 2026, at approximately 0742 hours, I responded code one, non-emergency, to the intersection of Highway 82 and Bowman Mill Road NE in reference to a hit and run accident with injuries.

Upon arrival, I made contact with the driver of a 2006 Toyota Matrix, identified as [VICTIM #1]. [VICTIM #1] stated he was traveling south on Bowman Mill Road and had stopped at the stop sign at the intersection. [VICTIM #1] advised that a dark gray or black SUV was traveling east on Highway 82 and failed to stop at the stop sign before entering the intersection. [VICTIM #1] stated the SUV struck his vehicle and then continued traveling east on Highway 82 without stopping.

The passenger in the Toyota Matrix, identified as [VICTIM #2], who is pregnant, was transported by ambulance to Piedmont Athens Regional Medical Center for evaluation.

Using Flock cameras, the Real Time Information Center (RTIC) was able to identify the suspect vehicle as a 2020 Jeep Grand Cherokee. The registered owner of the vehicle was identified as [REDACTED]. Deputy Arango contacted [REDACTED] by phone and advised him that his vehicle had been involved in an accident. [REDACTED] stated his nephew, DeMarcus Shivers, had been driving the vehicle. [REDACTED] agreed to meet me at the Statham Police Department with DeMarcus.

Upon meeting with DeMarcus Shivers, he stated he had been driving the Jeep Grand Cherokee and had come to a stop at the stop sign. DeMarcus stated he did not believe he had done anything wrong at the intersection. DeMarcus further stated he left the scene because he was afraid he would get in trouble for being in Barrow County, which he said was a violation of the conditions of his probation.

I then advised DeMarcus Shivers he was under arrest for hit and run. He was secured in double-locked handcuffs, which were checked for proper fit. Prior to placing him in the rear seat of my patrol vehicle, a search of his person was conducted for weapons or contraband, with negative results. He was then placed in the rear seat of my patrol unit and secured with a seatbelt.

I transported DeMarcus Shivers to the Barrow County Detention Center, where he was served with citations and turned over to detention staff without incident. Prior to exiting the detention center, a search of the rear seat of my patrol vehicle was conducted for weapons or contraband, with negative results.

[NARRATIVE #2 on April 15, 2026]

Vehicle 1 was traveling east on Hwy 82. Vehicle 2 was traveling south on Bowman Mill Rd. Vehicle 1 left the scene after impact.

Driver 1 stated that he had stopped at the stop sign and proceeded across when V2 entered the intersection as well. D1 stated that he had the right of way. He stated that he struck the vehicle on the passenger side.

Driver 2 stated that he had stopped at the stop sign and proceeded across when V1 struck him. He stated that V1 did not stop.

Driver 2 was given a case card with instructions on how to obtain a copy of this report. Driver 1 was arrested and cited for Hit and Run and Failure to stop or yield after stopping.
