On Saturday, April 26th, 2026, at approximately 2318 hours, I, Ofc. Perry #149 was dispatched to a suspicious activity call in the area of Highland Drive and Hazel Street. The caller stated that they could hear individuals physically fighting and arguing in the street, but were unsure which house it was. I traveled CODE 3 to the location listed above in my marked patrol vehicle #537.

Upon arrival in the area, I noticed many vehicles parked in front of [200 BLOCK] Highland Drive. I exited the vehicle and could hear people talking at the residence behind [200 BLOCK] Highland Drive, [200 BLOCK] Highland Drive. I met Mr. Jerrin Hall, Mr. Derrick Evans, Ms. [WITNESS #1], and Ms. [WITNESS #2]. I spoke with Jerrin and Derrick, who had slurred speech and smelled strongly of an alcoholic beverage.

Jerrin and Derrick stated that there had been a party at this residence earlier and were trying to go home. Jerrin stated that he was trying to get Derrick to go home, and Derrick did not want to and began yelling and pulling away from him. Jerrin stated that he continued to try to calm Derrick down, but he would not listen. When I initially arrived on scene, multiple households were outside to see what was happening.

[WITNESS #2] and [WITNESS #1] then told us the same story about the party that had occurred that day, but I received no signs from them that they had been drinking alcohol. [WITNESS #2] and [WITNESS #1] told us that they repeatedly asked Jerrin and Derrick to leave the residence, but they refused to leave the property. Jerrin and Derrick stated that they were looking for their cellphones and a sandal. Jerrin and Derrick advised me that they had been drinking alcohol that night and told me that they were under 21 years of age.

I asked Jerrin and Derrick to turn around and place their hands behind their backs, and they complied. I then placed the two of them in properly fitted double-lock handcuffs and advised them they were being placed under arrest for Underage Consumption of Alcohol, Disorderly Conduct, and Disturbing the Peace. Jerrin and Derrick were then searched for any drugs, weapons, or means of escape, and none were found. They were then placed in the backseat of my patrol vehicle, and a lap and shoulder belt was secured across their person.

I then transported Jerrin and Derrick to 652 Barrow Park Drive, Winder Ga 30680 (Barrow County Detention Center). Upon arrival, custody of Jerrin, Derrick, and their belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and left Jerrin a copy of three citations: WC91667 Disturbing the Peace, WC91668 Disorderly Conduct, and WC91669 Underage Consumption of Alcohol. I left Derrick a copy of three citations: WC91670 Disorderly Conduct, WC91671 Disturbing the Peace, and WC91669 Underage Consumption of Alcohol. I then returned to service with no further issues.

The backseat of my patrol vehicle was cleared before and after each time Jerrin and Derrick were placed in and taken out.
