On Wednesday, September 9th, 2026, at approximately 0053 hours, I was conducting stationary radar on University Pkwy Eastbound at Mile Marker 3 when I observed a vehicle traveling eastbound on University Pkwy at an estimated speed of 87 mph. I activated my radar detection device and clocked the vehicle at 91 mph, which is 36 mph over the 55 mph posted speed limit. I exited the gore and proceeded to catch up to the vehicle. As I was approaching Carl-Bethlehem Rd, I had caught up to the vehicle on University Pkwy eastbound. I activated my emergency lights and siren and began giving dispatch my location on University Pkwy EB, approaching Carl-Bethlehem Rd, on a white Ford Transit van, bearing Ga tag [REDACTED].

The vehicle signaled it was getting into the right-hand lane and moved into the right lane of travel, then proceeded down University Pkwy EB before positioning into the right turn lane to turn onto Carl-Bethlehem Rd. Once the vehicle had turned right onto Carl-Bethlehem Rd, it came to a stop in the middle of the roadway. Once the vehicle had come to a stop, I observed the driver’s door open and a male, later identified as Mr. Dwight Brown, exit the vehicle. I removed my seatbelt, exited my patrol vehicle, and gave him loud verbal commands for him to get back into the vehicle, but he did not comply. Mr. Brown stated, “I have to pee,” and proceeded to walk around the front of his vehicle out of my field of view. I continued to give Mr Brown loud verbal commands to get back in the vehicle, but to no avail. At this time, I informed dispatch that the driver had hopped out of the vehicle. I began walking backward to the front of my patrol vehicle to maneuver around the van to locate Mr. Brown.

Once I had reached the rear passenger side, I observed Mr. Brown relieving himself on the side of the roadway beside a concrete barricade. I turned my head momentarily and looked back over to where Mr. Brown was last seen, but he wasn’t there. I walked back behind the vehicle and began walking to the driver’s side; as I did, I observed Mr. Brown walking toward me with his hands raised in the air. As Mr. Brown was approaching, he was stating, “Just take me to jail so I can get this over with.” I immediately gained control of Mr. Brown hands, placed them behind his back, and secured him in handcuffs; the handcuffs were checked for fit and double-locked. I escorted Mr. Brown to the front of my patrol vehicle and instructed him to sit on the front bumper of my vehicle, while informing him that he was being detained. I then informed dispatch that I had one male detained and that units could code down.

Deputy Hernandez had arrived on scene as I began asking Mr. Brown where his driver’s license was located. He indicated that it was in his right pants pocket, and that he was trying to get to Athens because his daughter was in the hospital because she had an [REDACTED BY AGENCY]. While Deputy Hernandez removed Mr. Brown’s items from his right pocket, he did not locate a driver’s license, so Deputy Hernandez asked where it was. Mr. Brown stated, If it’s not in there, it doesn’t matter; my name is Dwight Brown.” I then informed him that Georgia state law requires individuals who are operating a motor vehicle to have their driver’s license on their person (O.C.G.A.40-6-29), to which Mr. Brown stated, “Just take me to jail,” and began turning around on Deputy Hernandez, causing Mr. Brown to face the front of my patrol vehicle. Deputy Hernandez was to able to locate Mr. Brown’s driver’s license but located Mr. Brown’s Georgia Identification Card. I asked dispatch to run the Georgia Identification number on GCIC/NCIC, which belonged to Mr. Brown. Mr. Brown continued to be belligerent and requested to go to jail so he could get this over with and get to Athens to see his daughter.

I entered my patrol vehicle while Deputy Hernandez remained with Mr. Brown. Sgt. Bazient arrived on scene, and I informed him of what had transpired. At the same time, dispatch informed me that Mr. Brown’s driver’s license had been returned suspended. I then checked for the reason for the suspension, and it was Child Support Obligations with a Suspension date of June 28th, 2026. At the same time, Deputy Matherly informed me that an open container was in plain view, sitting in the cup holder directly beside the steering wheel.

I walked over and observed a tall glass bottle of Cazadores Reposado tequila that was nearly empty; only a small amount remained inside (a photo of the bottle is attached to this report). Sgt. Bazinet and I then walked over to where I had observed Mr. Brown urinating near the concrete barricade and located the area where he relieved himself. The area where Mr. Brown urinated was the only wet area along the concrete barrier, which was captured with my AXON BC. I informed dispatch that I was in custody of one male, and Mr. Brown was placed in the back seat of my patrol vehicle and secured with a seat belt after a search of his person incident to arrest for weapons and drugs was conducted by Deputy Matherly.

I then advised dispatch of a Probable Cause (P.C.) search of the vehicle due to an open container having been located inside; nothing else was located in proximity to the driver’s seat.

I then returned to my patrol vehicle and transported Mr. Brown to the Barrow County Detention Center without incident, relinquishing him into the custody of the jail staff. Prior to departing the facility, I checked the back seat of my patrol vehicle for any weapons or drugs; nothing was found.

Deputy Matherly remained with the vehicle while a wrecker was on its way to remove it. The vehicle was removed without incident by Clinton’s Wrecker Services. Deputy Matherly also completed the vehicle impound for the vehicle. Due to the totality of the circumstances, Mr. Brown repeatedly said, “Let’s just get this over with,” while at the scene. It is possible that Mr. Brown was aware that his Class A and Class C licenses were both suspended, but he would not confirm or deny this while on scene. An official Notice of Revocation/Suspension form was completed and signed by Mr. Brown, with his copy placed with his belongings at the Barrow County Detention Center.

I have procured the following warrants for Mr. Dwight Brown:

Public Indecency (O.C.G.A. 16-6-8(a)(b)); Mr. Brown committed this offense with a lewd act of exposing his sexual organs after he exited and walked around his vehicle, and removed his p*nis from his pants to urinate on the side of the roadway, in full view of passersby, as I was conducting my traffic stop of his vehicle for Speeding.

Speeding in Construction Zone (O.C.G.A. 40-6-188); Mr. Brown committed this offense when I activated my radar detection device and clocked the vehicle he was operating going approximately 91 mph, which is 36 mph over the 55 mph speed limit, in a marked Construction Zone.

Open Container (O.C.G.A. 40-6-253); Mr. Brown committed this offense when a tall glass bottle of Cazadores Reposado tequila was found in the cup holder on the left side of the steering wheel in the vehicle he was operating.

Driving while License is Suspended or Revoked (O.C.G.A. 40-5-121); Mr. Brown committed this offense while operating a motor vehicle despite having his license suspended as of June 28th, 2026.
