[NARRATIVE #1 on June 25, 2026]
On Thursday, June 25th, 2026, at approximately 0127 hours, I, Ofc. Perry #149 was dispatched to a Suspicious Person at 93 East May Street, Winder Ga 30680 (Circle K). I responded to the location listed above in my marked patrol vehicle #537.
Upon arrival, I saw Mr. Gary Powell standing on the east side of the building. Ms. [WITNESS #1], an employee, advised us that several customers reported a guy yelling at them in the parking lot and asking for money. [WITNESS #1] stated that Gary had been circling the parking lot for a few minutes and continuing to ask people for money.
When I ran Gary’s OLN through GCIC, I noticed that he had already been trespassed from this location. I told Gary to place his left hand behind his back and placed it in a properly fitted double-locking handcuff. I secured the other cuff to Gary’s belt because he had only one hand. I then searched Gary for any drugs, weapons, or means of escape, and none were found. Gary was placed in the backseat of my patrol vehicle, and a lap-and-shoulder belt was secured across his person. I then transported Gary to 652 Barrow Park Drive, Winder Ga 30680 (Barrow County Detention Center).
Upon arrival, custody of Gary and his belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and left Gary with 4 citations: WC91695 Disorderly Conduct, WC91696 Disturbing the Peace, WC91697 Pan Handling, and WC91698 Criminal Trespass. I then returned to service with no further issues. My department’s issued body camera was recording during this investigation. [NARRATIVE #2 on June 26, 2026]
On Thursday, June 26th, 2026, at 2100 hours, I, Ofc. Perry #149 was informed that there was a crystal-like substance hidden inside the cigarette pack that Gary had on him. A Barrow County Intake Deputy had found it on him later on in the day and sealed it for me. Due to it being hours after I had taken Gary to Barrow County Detention Center and being unable to determine the appropriate chain of custody, I am unable to take any drug charges against Gary at this time. I have submitted the crystal-like substance into Evidence Locker #008 for destruction. I then returned to service with no further issues.
