On 07/22/2025 at 2000 hours I responded code one to a domestic dispute in the rear parking lot of Bethlehem Target. The dispute was in reference to a juvenile who was acting out while her parents were trying to teach her how to drive. Upon arrival I saw a blue Toyota camry with an adult female, identified as [WITNESS #1] standing at the front, driver side headlight, a male identified as Vang, Ge standing at the driver side door holding the juvenile’s hands in front of her. The juvenile’s hands were crossed over one another and Vang was holding them, pinned against each other, not allowing her to leave or move from him. I told Vang to let her go and I separated the parties. I brought Vang and [WITNESS #1] to the side with me while Deputy Kinney stayed and spoke with the juvenile.
I asked Vang to tell me what happened and he told me he and [WITNESS #1] were teaching the juvenile how to drive. He wanted to go into Target so he told her to park the car. Vang went into the store and [WITNESS #1] stayed with the juvenile. When he returned to the car, he told the juvenile to turn the ignition off. The juvenile turned the key the wrong way and it upset him. He told me he instructed her to get out of the car and she refused. When she refused he told me he pulled the juvenile out of the vehicle which is when she struck him on the side of the face. When she did this, he grabbed her, told [WITNESS #1] to call the cops, and held her there until we arrived.
After I spoke with Vang, I went and talked to the juvenile. The juvenile told me her dad, Vang, told her to turn the car off. Vang went into the store and [WITNESS #1] stayed with her at the car. When Vang came back to the car, he told her to turn the ignition off and when she turned the key the wrong way, Vang became very irate and started yelling and cussing at her, calling her a “bi*ch” and other vulgar names. He told her to get out of the car and she refused and said she stayed in the car because she wanted to calm down and be left alone.
When she refused to get out of the car, Vang pulled her out by her arms and slammed her against the car. After slamming her against the car, Vang started stomping on her toes. She smacked Vang in an attempt to get away from him but due to her small stature, it didn’t work. Vang repeatedly yelled at her and held her hands so she could not get away from him.
Two witnesses stayed to talk to us. Witness one stated that she could hear Vang and [WITNESS #1] yelling at the Juvenile as she came out of Target. The altercation was taking place in the rear of the parking lot. Witness one stated “mom and dad were antagonizing her and coming at her aggressively”. Witness one also stated “I saw the young lady get out of the car, dad gripping her by the arms and then she smacked him to let her go. He then proceeded to stomp on her feet violently and she was screaming and crying… it seemed like the young lady was trying to run away from them. Both were screaming at her for at least 40 minutes… I felt so bad seeing her being emotionally abused that I couldn’t leave without expressing what I saw”.
Witness two stated “I came out of Target and heard people screaming at their teenager saying f bombs about learning how to drive. I saw her father stomping on child’s feet and scream… I am a witness and feel it is unfair if daughter is blamed for this when they are very abusive to her”.
Both witnesses filled out written statements and those will be attached to this report.
After speaking with all parties and witnesses, I placed Vang, Ge under arrest. I placed him in handcuffs, checked for fitment, and double locked them. I searched him incident to arrest, placed him in the rear seat of my patrol car, and secured him in the safety belt. [WITNESS #1] started yelling that the juvenile was not welcome back at her house and calling her a “fu*king bi*ch” after I arrested Vang. [WITNESS #1] made numerous statements and actions such as punching her knee numerous times that made me feel as though the juvenile would not be safe to go home with her tonight. It was determined that the best thing for the juvenile would be for her to go home with her uncle. After I placed Vang in the patrol car, the juvenile was visibly upset so I went to talk to her. She started making suicidal statements. I informed Deputy Kinney of these statements and he called for a med unit to come evaluate the juvenile, both for the suicidal statements and for the possible injuries from the dispute.
The med unit evaluated the juvenile and cleared her. After the med unit cleared the juvenile, we released the juvenile to her uncle, [REDACTED].
[WITNESS #1] recorded the incident on her phone and showed it to Deputy Kinney. Deputy Kinney recorded the video on his body camera. Probable Cause exists for the following:
OCGA 16-5-70(b) Cruelty to Children in the 1st Degree: Ge Vang did commit the offense of Cruelty to Children in the 1st Degree when he physically pulled the juvenile out of the car, slammed her against the hood, and stomped on her feet multiple times.
OCGA 16-5-41(a) False Imprisonnent: Ge Vang did commit the offense of False Imprisonment when he detained the juvenile without legal authority by holding the juvenile’s hands pinned against her body not allowing her to leave.
OCGA 16-5-23.1 (f)(2)(a) Battery Family Violence: Ge Vang did commit the offense of Battery Family Violence when he physically pulled the juvenile, which is his daughter, out of the car, slammed her against the hood, and stomped on her feet multiple times, leaving visible reddening on the juvenile’s arms.
