On this date, May 20, 2026, at approximately 2113 hours, I responded Code 1 to [500 BLOCK] Versailles Dr in reference to a Domestic Dispute. I was informed from dispatch that [REDACTED BY AGENCY] stated she was terrified of her husband, Harrichand Persaud. She and her daughter, [WITNESS #1], had met with law enforcement earlier in the day. [REDACTED BY AGENCY] had a mental breakdown and a [REDACTED BY AGENCY], resulting in her going to the hospital. See Incident # 2026-0030447. I was informed that she has been threatened by her husband and has not been sleeping because she is afraid, she was going to be killed.

She stated the threats were only verbal. [REDACTED BY AGENCY] then stated that she has a video of nonconsensual sex. I called Sgt Bazinet and informed him of the above and requested him to respond with me to the address above. Sgt Bazinet, Deputy Chatham and I responded to the address and met with [REDACTED BY AGENCY] and [WITNESS #1]. Harrichand was not home. I spoke with [WITNESS #1] and I was told that Harrichand is emotionally manipulative and she believes [REDACTED BY AGENCY] when she states that he threatens her. [REDACTED BY AGENCY] was visibly shaken. Her voice was trembling on occasion and her hands would have an intermittent tremor.

I asked [REDACTED BY AGENCY] about the video she spoke of. She provided me her phone with a video from April 20th. In the video it was clear that Harrichand joined [REDACTED BY AGENCY] in a bedroom and proceeded to remove [REDACTED BY AGENCY] clothes. You can see [REDACTED BY AGENCY] turn away from him and even grab Harrichand’s hands to move them away from her body. You can hear [REDACTED BY AGENCY] crying and stating “I hate it here” while Harrichand is trying to undress her.

Other videos that follow can show Harrichand telling [REDACTED BY AGENCY] to remove her clothes. Harrichand can be seen placing his hand on [REDACTED BY AGENCY] genitals and then smelling his hand. [REDACTED BY AGENCY] was asked if in this video Harrichand inserted his fingers into her vag*na and she stated yes. The remainder of the video Harrichand is seen holding [REDACTED BY AGENCY] down, followed by dragging her to the end of the bed and slapping [REDACTED BY AGENCY] butt three times.

[REDACTED BY AGENCY] was distraught by my line of questioning on the videos. I asked her if there were any other video footage because I did not see anything that fit the elements of rape. She allowed me to go through her security system app to review the rest of the video. However, the video was not there. Either the video was deleted or the app only stores video for 30 days or something similar. [REDACTED BY AGENCY] stated that Harrichand has access to the same cameras and she in fact confront him about raping her. She showed concern that he deleted the evidence.

I went to Harrichand outside and asked him about the allegations. He denied raping his wife but that she like “rough sex.” Sgt Bazinet and I stepped aside, he advised me to call CID and see what they would like to do regarding the evidence presented. CID was contacted, Inv Stafford advised of the above. With the video evidence and [REDACTED BY AGENCY] statement she agreed that Aggravated Sexual Battery fit the element with the evidence presented.

I returned to Harrichand and advised him that he was being placed under arrest. Harrichand Persaud was handcuffed behind the back. The handcuffs were double locked and checked for fit. A search of their person was conducted incident to arrest. No weapons or contraband were located. Harrichand Persaud was secured in the rear seat with a seat belt.

Sgt Bazinet and Deputy Chatham returned to [REDACTED BY AGENCY] and provided her with a family violence pamphlet. [REDACTED BY AGENCY] was asked if she had slept in the same bed with Harrichand after the incident in the video and if she had consensual sex. [REDACTED BY AGENCY] answered yes to both questions.

Harrichand Persaud was escorted to the Barrow County Detention Center and released to deputies without incident.

A search of my rear seat was conducted before and after transport. No items were found.

My probable cause of arrest is when [REDACTED BY AGENCY] provided video evidence of Harrichand Persaud, her husband, forcing himself onto her.
