On 07/28/2026 at 2231 hours, Ofc. Dutcher and I (Sgt. Wolfe) were dispatched to the Barrow County Jail located at 652 Barrow Park Drive, Winder, GA, on a report of a suspicious person. Jail staff was advising that there was an intoxicated male at the entrance to the sally port, who was cussing at them. Staff advised that the male kept pressing the call button and described the male as a white male.
Upon my arrival, code 1, I located the male who was on his back, passed out in the small grass area in front of the entrance gate. I woke the male up and asked him what he was doing. The male, later identified as James League, stated that he was waiting for his wife to come and pick him up. I asked how much he had to drink tonight, and he stated nothing. I asked if he had an ID, and he stated Yeah. I asked if I could see it, and he stated that his wife was just pulling up, and he asked if he could leave. I advised him that he could not. I again asked to see his ID, and he asked if he was being detained, and I advised him that he was.
I observed a moderate odor of an alcoholic beverage emitting from him, and I observed he had slurred speech and bloodshot, watery eyes. I again advised him that I needed to see his ID, and he began asking what. I asked him again for his ID, and he stated what. I advised him to stand up, and he asked what. Mr. League continued to refuse to produce identification. I advised Ofc. Dutcher to step up his response. I advised him again to stand up, and I went to grab his arm. Mr. League began pulling away from me and resisting me. I flipped him over and put him to the ground. Mr. League continued to pull his arm away before stopping, and I was able to get him into handcuffs.
While on top of him, I observed the strong odor of an alcoholic beverage. Mr. League was searched incident to arrest for weapons, contraband, and means of escape. Nothing was located. Mr. League was placed into the back seat of my patrol car, where he was secured with a seatbelt Mr. League was transported inside the Barrow County Jail, where he was issued three citations:

#WC009515 Obstruction
I spoke with Jail staff who confirmed Mr. League kept pressing the call button and was screaming/yelling and cussing towards them.
The back seat of my patrol car was checked before and after Mr. League.
