On July 10th, 2026, at approximately 1113 hours, I was dispatched to [REDACTED BY AGENCY], Winder, GA 30680. In reference to a domestic dispute in progress, I traveled to the location code 1 in the marked patrol vehicle 407.
Upon arrival, I made contact with the caller, who was identified as [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated that earlier that day, he and his girlfriend, who was identified as Mrs. Jasmine Lockwood, had a verbal dispute about their son, [REDACTED BY AGENCY]-year-old juvenile [REDACTED BY AGENCY], that had suddenly escalated to being physical. While speaking with [REDACTED BY AGENCY], I observed a large red knot protruding from the top left of his forehead. I began asking [REDACTED BY AGENCY] where Jasmine had struck him, to which he stated on the head and in the face. I then asked [REDACTED BY AGENCY] in what manner she struck him, i.e., open or closed fist, to which he stated he was unsure that it happened quickly.
After speaking with [REDACTED BY AGENCY], Sgt. Evans and I proceeded to apartment [REDACTED BY AGENCY] to make contact with Jasmine. Upon knocking on the door and explaining the reason we were there Jasmine finally answered the door. Upon entering the apartment Jasmine began explaining that, in fact she did strike [REDACTED BY AGENCY] and that she was defending herself from [REDACTED BY AGENCY] “taking” her son. While speaking with jasmine it became increasingly difficult to understand her and follow what she was saying due to her incoherent ramblings and changing the subject. Given [REDACTED BY AGENCY] statement and injuries, I identified Jasmine as the predominant aggressor.
Upon concluding that Jasmine was the predominant aggressor, I placed her in a set of department-issued handcuffs, ensuring proper fit and double-locking them. I then patted down Jasmine for any weapons, contraband, or means of escape with negative results. Before placing Jasmine in my marked patrol vehicle, I searched the rear seating area of my vehicle for any weapons, contraband, or means of escape with negative results.
While Sgt. Evans stood by with Jasmine, I returned to [REDACTED BY AGENCY] and asked if he would be willing to complete a witness statement form, to which he agreed. While [REDACTED BY AGENCY] was completing the form I began taking pictures of the injuries [REDACTED BY AGENCY] had sustained. Once [REDACTED BY AGENCY] had completed the form, I asked him where [REDACTED BY AGENCY]-year-old juvenile [REDACTED BY AGENCY] was when the altercation occurred. [REDACTED BY AGENCY] stated that he was in the room with them and became upset and started crying when Jasmine began striking him.
Once I had finished speaking with [REDACTED BY AGENCY], I provided him with a case card with the case number written on the back. I explained to [REDACTED BY AGENCY] that the report should be ready in 3-5 business days and that he could obtain a copy from the Winder Police Department. I also provided [REDACTED BY AGENCY] with a copy of the victim services for the area.
Sgt. Evans spoke with Jasmine about their shared Juvenile son [REDACTED BY AGENCY] and confirmed that [REDACTED BY AGENCY] should keep custody of the child. I then transported Jasmine to 652 Barrow Park Dr, Winder, GA 30680 (Barrow County Detention Center), where I turned her over to the intake deputies. I then searched the rear seating area of my vehicle for any weapons, contraband, or means of escape Jasmine may have left behind; nothing was located.
A victim notification form was completed and turned over to intake deputies. A copy of [REDACTED BY AGENCY] written statement will be attached to this report along with the photos of his injuries. Two warrants were issued for Mrs. Jasmine Lockwood’s arrest.
