Officer’s Narrative:

On 07/04/2026 at approximately 0940 hours, I was conducting stationary speed enforcement in the area of Patrick Mill Rd SW near its intersection with Burson Maddox Rd, in a clearly marked and visible patrol vehicle.

I observed a silver Ram 1500 bearing GA tag [REDACTED] traveling south on Patrick Mill Rd SW near its intersection with Burson Maddox Rd. I visually estimated the vehicle’s speed at 70 MPH in a 45 MPH zone. I activated the rear antenna of the radar unit Stalker DSR 2X, and the unit displayed a speed of 69 MPH. Once the vehicle got closer, I observed its windshield was cracked. Based on these observations, I decided to initiate a traffic stop. I conducted a traffic stop by activating the blue lights on my patrol vehicle near the intersection of Patrick Mill Rd SW and Carl-Bethlehem Rd. The vehicle pulled into the parking lot of the Chevron gas station located at 1158 Carl-Bethlehem Rd.

Once the vehicle came to a stop, I got out of my patrol vehicle and approached the passenger side, where I met the driver, later identified as Jeffrey Agee. Upon approaching the window, Jeffrey handed me a silver grinder that contained 1.3 grams of green leaf substance suspected to be marijuana (later weighed) and a Stanley socket with burnt residue; both items had a strong odor of marijuana.

I explained the reason for the stop and asked Jeffrey for his driver’s license. Jeffrey stated that he did not have his license on his person and identified himself by providing his name and date of birth.

I asked Jeffrey to step out of the vehicle, and he complied with no issue. Once at the back of his vehicle, I asked Jeffrey if I could search his pockets, and he agreed. After a consensual search of Jeffrey’s person, I did not locate any contraband.

After Lieutenant Witte arrived at the stop, I conducted a probable cause search of the vehicle based on the odor of marijuana, the drug-related objects, and marijuana located within.

During the probable cause search of Jeffrey’s vehicle, I located a brown wallet in the driver’s-side door pocket. Inside the wallet, I located a small baggie and a rolled-up dollar bill, both containing a white powdery substance suspected to be cocaine. I also located a rolled-up dollar bill with white powdery substance inside the center console. The white powdery substance was later weighed at 1.5 grams. During the search, I observed that the driver’s seat belt was buckled, indicating that Jeffrey was not wearing a seat belt before our encounter.

I asked Jeffrey if he had valid insurance, and he stated that he pays for a weekly subscription that was currently expired. When I asked if the vehicle had an active insurance policy, he stated that it did not.

Based on the totality of the circumstances and the contraband located, I decided to place Jeffrey under arrest. I placed Jeffrey under arrest in a set of handcuffs behind his back, which were double locked and checked for proper fit.

I secured Jeffrey in the backseat of my patrol vehicle and fastened the seatbelt. While in the back seat, Jeffrey made suggestions in an attempt to influence my decision, such as “I’ll do anything to get out of this”, and “I’ll give you 500 dollars if you let me go”.

After the search was completed, I read Jeffrey his Miranda rights, asked him if he understood, and he stated that he did. I asked Jeffrey if, with those rights in mind, he would like to speak to me without an attorney present, and he agreed. I asked Jeffrey about the suspected cocaine I located within the vehicle, and he stated that it was “cut,” and that’s why he did not use it; he also stated that he was aware of the rolled-up dollar bill in the center console. Throughout the conversation, Jeffrey continued making comments such as “I’ll do anything to get out of this.” I asked Jeffrey what he meant, and he insinuated that he did not want to go to jail and would do anything to prevent it.

I asked Jeffrey to repeat his earlier offer, and he again said he would give me $500 in cash from the money I located in his vehicle, which at the time was on my front passenger seat along with his property. After he made this attempt to bribe me, I explained to him that he was under arrest for possession of cocaine, bribery, and other charges.

Because the vehicle did not have valid insurance, I did not allow Jeffrey to contact a family member to retrieve it. I requested the next list wrecker and completed a vehicle inventory; moments later, Hammond’s wrecker arrived and took possession of the vehicle without further incident.

I transported Jeffrey to the Barrow County Detention Center, where he was turned over to Detention staff without further incident. The back seat of my patrol vehicle was searched before and after transport with no contraband located. I obtained warrants for Jeffrey for the following charges.

Possession of Cocaine. During a probable cause search of Jeffrey’s vehicle, I located a brown wallet in the driver’s-side door pocket. After reading Miranda, I asked Jeffrey to repeat his statement, and he again offered me $500 from the cash I had located inside his vehicle to let him go free.

Possession of marijuana less than an ounce. Upon approaching the vehicle, Jeffrey handed me a silver grinder that contained 1.3 grams of a green leafy substance suspected to be marijuana, and a silver Stanley socket that contained a burnt substance.

No insurance. Jeffrey stated that he did not have valid insurance coverage on the silver Ram 1500 bearing GA tag [REDACTED].

Seat belt. Jeffrey was not wearing a seat belt at the time he operated the silver Ram 1500 bearing GA tag [REDACTED].

Cracked windshield. The silver Ram 1500 bearing GA tag [REDACTED] had a cracked windshield.
No license on person. Jeffrey did not have his driver’s license while operating a motor vehicle and identified himself by name and date of birth.

The contraband was weighed and turned into evidence at the Barrow County Sheriff’s Office without further incident.
