[NARRATIVE #1 on May 14, 2026]
On 05/14/2026 at approximately 1014 hours, I responded to the intersection of Hoyt King Rd and Westbury Dr in reference to an accident without injuries. I responded to the area code one.
Upon arrival, I met with Lieutenant Roberts, who briefed me on the circumstances surrounding the vehicle collision. While assisting in the on-scene accident investigation, I spoke to Jeffrey Hull, whom I later identified as the at-fault driver.
I asked Jeffrey to tell me what happened. Jeffrey stated that while traveling south on Hoyt King Rd, he might have swerved a little, causing him to strike a trailer being pulled by another vehicle traveling north on Hoyt King Rd.

While speaking to Jeffrey, I observed that his pupils were constricted, his eyes were bloodshot, and his speech was slurred. Based on these observations, I asked Jeffrey if he had taken any alcohol or drugs, and he stated that he did not drink.
I asked Jeffrey if he had taken any medication, and he stated that he had not. I asked Jeffrey if he had taken any drugs, and he stated that he did not. Jeffrey stated that he smoked marijuana and drank alcohol when he was younger.
While investigating the crash, a beige Toyota Camry bearing a GA tag [REDACTED] pulled up to the scene. I asked the driver, later identified as Katelyn Hendricks, if she could move farther up the road to avoid blocking the turning lane where she had parked.
I asked Katelyn if she had a driver’s license, and she stated that she had left it at home. I asked Katelyn for her name and date of birth, which she eventually provided. Katelyn was hesitant to give me her information at first, so I asked her if she had a warrant, and she stated she was on probation.
I walked back to my patrol vehicle to run her information through GCIC/NCIC, and the return showed that Katelyn had an active warrant for her arrest out of the Forsyth County Sheriff’s Office. I then asked Dispatch to confirm the warrant.
Moments later, Dispatch advised the warrant was valid, and Forsyth wished to place a hold. I placed Katelyn under arrest in a set of handcuffs behind her back, double locked, and checked for proper fit. Deputy Whalen conducted a search incident to arrest and secured Katelyn in the backseat of her patrol vehicle.
Katelyn was eventually transported to the Detention Center by Deputy Whalen without further incident.
I then spoke with Jeffrey and asked if he would volunteer to do field sobriety exercises to determine if he was okay to drive. Jeffrey stated that he would not volunteer to do field sobriety exercises but would blow into a PBT.
I retrieved my portable breath tester, and Jeffrey provided a breath sample that was negative for the presence of alcohol (BAC .000%).
Based on the observations and circumstances mentioned above,I suspected that Jeffrey was impaired and under the influence of drugs at the time of the collision.
I placed Jeffrey in a set of handcuffs behind his back, double locked, and checked for proper fit. I then read Jeffrey the Implied Consent notice for individuals age 21 or over and asked if he would take the state-administered blood test. Jeffrey agreed to provide a blood sample by stating yes.
I then conducted a search incident to arrest. During the search, Jeffrey admitted to me he had something in his right front pocket and stated it was [REDACTED BY AGENCY] or [REDACTED BY AGENCY]. After searching his right front pocket,I found a small glass container containing 23.2 grams (later weighed) of a [REDACTED BY AGENCY] suspected to be [REDACTED BY AGENCY].
I then secured Jefferey in the back seat of my patrol vehicle and fastened the seatbelt.
I transported Jeffrey to the North East Georgia Barrow Hospital for a blood draw, but while at the hospital, I was advised that there was no phlebotomist on duty at the time. I then transported Jeffrey to North East Georgia Braselton Hospital, where Jeffrey provided a blood sample that was drawn by the on-duty lab tech, [REDACTED]. [REDACTED] sealed the GBI DUI blood kit.
Jeffrey received medical attention and was cleared for Detention Center acceptance while at the hospital.
I transported Jeffrey to the Barrow County Detention Center, where he was turned over to detention staff without further incident. The back seat of my patrol vehicle was searched before and after transport, with no contraband located.
I obtained warrants against Jeffrey for the following violations.
Possession of a Schedule I controlled substance.
Possession of a Schedule I controlled substance.
Possession of drug-related objects.
D.U.I.
Reckless driving.
Failure to maintain lane.
The narcotics and the GBI DUI blood kit were turned into evidence at the Barrow County Sheriff’s Office without further incident.

On 05/14/2026, at approximately 1508 hours, while at the Barrow County Sheriff’s Office, the evidence bag containing the suspected [REDACTED BY AGENCY] or [REDACTED BY AGENCY] was opened for field testing.
The [REDACTED BY AGENCY] was tested with the Thermo Fisher TruNarc Delta device, which yielded positive for the presence of [REDACTED BY AGENCY]. After the field test was conducted, I resealed and initialed the evidence bag without further incident.
