On August 30, 2026, at approximately 1352 hours, I, Officer Jacob Harris, was dispatched to a domestic dispute at [40 BLOCK] Marion Lay St., Apt. [REDACTED], Winder, GA 30680. Dispatch advised that the caller stated that her brother and his girlfriend were actively fighting. I responded in my marked patrol unit #523, CODE 3 (lights and sirens), using due regard for the location.

Upon arrival, I met with the caller, [REDACTED BY AGENCY] outside on the sidewalk. I asked Ms. [REDACTED BY AGENCY] where her brother, later identified as Jerrin Hall, and his girlfriend, later identified as [REDACTED BY AGENCY] were located. Ms. [REDACTED BY AGENCY] stated in the house.

I approached the house with Ms. [REDACTED BY AGENCY] and observed a black male exit the house. I asked Ms. [REDACTED BY AGENCY] if that was her brother; she stated yes, it was.

Mr. Hall spotted me and turned to go back into the house. I gave Mr. Hall a lawful command to come and talk to me and not go back into the house. Mr. Hall complied with my command and came to talk to me.

I asked Mr. Hall what had happened. Mr. Hall stated that he and his girlfriend were play-fighting when Ms. [REDACTED BY AGENCY] got upset and slapped him. He grabbed her to calm her down because she was getting mad at him, and she scratched him on the arm. I observed Mr. Hall, and I saw old scratches on his face, but no redness or swelling. I observed his right arm and observed 3 scratches on his biceps.

Officer Morgan and Ms. [REDACTED BY AGENCY] were on the porches. I approached Ms. [REDACTED BY AGENCY] and observed that her eyes were swollen, as if she had been crying, and she seemed upset. I asked Ms. [REDACTED BY AGENCY] what had happened, and she stated that she did not want to talk to me and that nothing had happened. Officer Morgan stated that she told him the same.

I talked to Mr. Hall’s mother, later identified as [WITNESS #1]. I asked Ms. [WITNESS #1] what had happened. Ms. [WITNESS #1] stated that Mr. Hall and Ms. [REDACTED BY AGENCY] were play fighting and that was it. Ms. [WITNESS #1] stated that she was in the room when it happened and that Ms. [REDACTED BY AGENCY] was not.

I approached Ms. [REDACTED BY AGENCY] and asked what had happened. Ms. [REDACTED BY AGENCY] stated that everyone is scared of Mr. Hall, which is why they are taking up for him. Ms. [REDACTED BY AGENCY] stated that she was in her room when Ms. [REDACTED BY AGENCY] enetered. Ms. [REDACTED BY AGENCY] stated that after that, Mr. Hall entered her room and yelled and cursed at Ms. [REDACTED BY AGENCY]. Ms. [REDACTED BY AGENCY] stated that Mr. Hall then pushed Ms. [REDACTED BY AGENCY] onto her bed and tried to choke her. Ms. [REDACTED BY AGENCY] stated that when her mother (Ms. [WITNESS #1]) grabbed Mr. Hall off Ms. [REDACTED BY AGENCY]. Ms [REDACTED BY AGENCY] told everyone to “leave out of my room.” Ms. [REDACTED BY AGENCY] stated that Mr. Hall got in her face and stated that “she has no hands,” so she shouldn’t be saying anything to him. Ms. [REDACTED BY AGENCY] stated that she felt threatened, so she left the house and called 911.

I asked Ms. [REDACTED BY AGENCY] if she would fill out a Winder Police Department Statement Form. Ms. [REDACTED BY AGENCY] stated that she would, which will be attached to this report. At approximately 1531 hours, I conducted a follow-up and asked Ms. [REDACTED BY AGENCY] to clarify what she meant by “Mr. Hall tried to choke Ms. [REDACTED BY AGENCY] Ms. [REDACTED BY AGENCY] stated that Mr. Hall grabbed Ms. [REDACTED BY AGENCY] around the throat with both hands and started choking Ms. [REDACTED BY AGENCY] a couple of seconds before Ms. [WITNESS #1] pulled Mr. Hall off of Ms. [REDACTED BY AGENCY]

Upon my investigation, I established probable cause that Mr. Hall did commit the offense of Simple assault by placing Ms. [REDACTED BY AGENCY] in fear of receiving harm by getting in her face and saying, “She has no hands”. Aggravated Assault by placing both of his hands around Ms. [REDACTED BY AGENCY] throat and choking her.

I approached Mr. Hall, and I asked him to turn around and place his hands behind his back. Mr. Hall complied with my command. I placed Ms. Hall’s wrists in handcuffs, behind his back, double-locked them, and checked them for proper fit. I advised Mr. Hall that he was being arrested for simple assault. I walked Mr. Hall to my marked patrol vehicle and searched him incident to arrest for weapons, contraband, and any means of escape. Mr. Hall didn’t have any contraband on his person. I walked Mr. Hall to the left of my marked patrol vehicle. I checked my back seat for contraband before placing Mr. Hall inside and properly securing him with a seatbelt.

I left the scene en route to Barrow County Jail. I arrived at the Barrow County Detention Center, released Mr. Hall, and turned his belongings over to the staff without incident. I filled out a Victim Notification form and gave it to the Barrow County Detention Center. After transport, I checked the rear of my patrol vehicle for contraband, but no contraband was found.

Two warrants were procured for Mr. Hall. The warrants that were procured are as follows.
