On Saturday, June 20, 2026, at approximately 1218 hours, I, Officer Gibbs, was dispatched to a domestic disturbance located at [REDACTED BY AGENCY] ,Winder, GA 30680. I traveled CODE 1 in marked patrol vehicle 385 to the above location.
Upon arrival, I met with the caller, identified as [REDACTED BY AGENCY] advised that he and the mother of his child had been in a physical altercation. [REDACTED BY AGENCY] explained that he came to the residence to pick up his [REDACTED BY AGENCY] year-old daughter, [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated that he and Ms. Jessica Cook had arranged for him to come pick up the child so he could spend Father’s Day with her. [REDACTED BY AGENCY] advised that when he came to the residence, Ms. Cook “had an attitude” with him. He advised that they began arguing, so he stepped outside the house. He then stated that Ms. Cook came out of the residence to retrieve the car seat from her vehicle. He then stated that they continued to argue. He advised that he called the ” the B word” a few times. He then stated that he was holding the juvenile during the argument. He then stated that Ms. Cook punched him in the mouth approximately three times.
[REDACTED BY AGENCY] stated he then grabbed Ms. Cook as she began to walk away. He explained that he grabbed her shirt to stop her from walking away. He then stated that he called 911.
I then spoke to Ms. Jessica Cook. Ms. Cook advised that [REDACTED BY AGENCY] had come over to pick up their [REDACTED BY AGENCY] year-old child. Ms. Cook stated that [REDACTED BY AGENCY] was not legitimized, and they do not have a court order for custody. She then stated that they verbally discuss custody arrangements. Ms. Cook then explained that she and [REDACTED BY AGENCY] began arguing when he came into the residence. She then stated that the argument continued as she went outside the residence to obtain the car seat from her vehicle. She then explained that she was she had the car seat in her hands when [REDACTED BY AGENCY] was calling her a “b*tch”. She then stated that [REDACTED BY AGENCY] grabbed her shirt and pulled her. She then stated that to get him away, she used the back of her hand to push him. She then stated that she had her car keys in her hand, and that is what could have caused his lip to be busted. She then advised that she had bruising and scratches on her arms.
I then took pictures of the injuries to [REDACTED BY AGENCY]. I observed [REDACTED BY AGENCY] bottom lip to be red and bleeding. I then took pictures of Ms. Cook’s arms. I did not observe any bruising or scratches on her arms. I did observe scratches on her hand.
She then advised that it was possible that the ring camera footage recorded the incident. She then went to speak to her mother about the footage. Ms. Cook advised that the Ring camera footage did not show the incident. I then allowed Ms. Cook to put on shoes and advised her she was under arrest.
I then placed handcuffs around her wrists, ensuring they were double-locked and checked for proper fit. I then walked Ms. Cook back to my marked patrol vehicle and conducted a search incident to arrest for weapons, contraband, and means of escape with negative results. I then placed her in the backseat. I placed a seatbelt on her for safety.
Officer Morgan provided [REDACTED BY AGENCY] with a list of local resources and the case card.
I then transported Ms. Cook to the Barrow County Detention Center. Upon arrival at the Barrow County Detention Center, I released Ms. Cook into the custody of the intake deputies. I filled out the necessary paperwork.
I then procured the following warrants against Ms. Jessica Cook:
Battery Family Violence 2026-1880MW for punching [REDACTED BY AGENCY] in the mouth, causing his lip to be busted.
Cruelty to Children 3rd Degree 2026-1881MW for intentionally allowing her [REDACTED BY AGENCY] year-old daughter to witness her punching [REDACTED BY AGENCY] in the mouth.
