Officer’s Narrative:

On September 5, 2026, at approximately 2353 hours, I, Ofc Melniciuc, was dispatched to [200 BLOCK] 2nd St Apt [REDACTED], Winder, GA 30680, in reference to a dispute. The caller stated a male was outside yelling and screaming, stating he beat someone up. The caller also stated the male had no shirt, had curly hair, and was yelling about shooting something. I traveled to the location code 1.
Upon arrival, I observed a male matching the description run into apt [REDACTED]. I then exited my patrol vehicle, and due to the circumstances of a possible dispute and possible weapons involved, I drew my service weapon. I then approached the front door, observed movement inside the apartment, and began giving clear verbal commands for the male to come outside.
A short time later, a female later identified as [WITNESS #1] opened the door and began advising us to lower our service weapons. As I began advising her to come outside, the male, with no shirt, later identified as Johnathan Hinton, came outside sweating profusely and began crying and yelling, stating he was scared. I then began trying to calm Johnathan and advised him to come talk to me. While speaking to Johnathan, I patted him down for weapons with negative findings. Johnathan began yelling and continued crying, stating he was scared and that he had been shot before. I then advised Johnathan to sit down and asked him what had happened.
Johnathan explained he and [WITNESS #1] were at a family reunion party at Tanner’s Bridge. He stated he began drinking and stated he has a drinking problem, so he became agitated about [WITNESS #1]’s dad talking disrespectfully about him. Johnathan then stated that shortly after, [WITNESS #1]’s dad got in his face, and they both began yelling at each other.
Johnathan then stated that after they left the party, [WITNESS #1]’s dad called him, and they began arguing back and forth on the phone. Johnathan stated he was outside talking to him on the phone and advised his neighbor probably called.
After speaking to Johnathan, I spoke to [WITNESS #1], who corroborated Johnathan’s story. She stated her father and Johnathan were going back and forth over the phone, and she was trying to calm him down, but he had consumed a lot of alcohol and wouldn’t calm down.
I then went back to Johnathan and advised him to go to sleep and stop yelling, to which he continued to yell and scream, and advised we needed to take him to jail and that he had a drinking problem.
During this time, Cpl Morris ran Jonathan Hinton’s name and date of birth through dispatch. After running [JOHNATHAN]’s name and date of birth, dispatch advised Johnathan had a warrant for failure to appear. Dispatch then confirmed the warrant on Johnathan.
I then advised Johnathan to stand up, and Cpl Perrin and I then placed Johnathan in custody for disorderly conduct, disturbing the peace, and the warrant. Cpl Perrin placed Johnathan in properly fitted handcuffs behind his back, double-locked to ensure they didn’t tighten further. I then conducted a search incident to arrest to check for any weapons, illegal contraband, or means of escape. A clear plastic baggie with a green leafy substance believed to be marijuana was located in his right pant pocket. I then seized the clear plastic baggie as evidence. I then placed Johnathan in the back seat of my marked patrol vehicle and secured him with a seatbelt.
I drove my marked patrol vehicle code 1 to Barrow County Jail, where Johnathan was turned over to BCDC Staff. The back seat of my patrol vehicle was searched before and after the transport of Johnathan, and nothing was discovered.
My body camera was activated during the arrest and transport of Johnathan.

I then measured the clear plastic baggie of Marijuana, and with a calibrated scale, it measured 5.88 grams. I photographed the measured marijuana. I then completed a property receipt (A-29896) for the item.
Due to technical difficulties, a Lerms receipt was not completed.
